Sergey Lavrov and Murat Dzhioev Discuss Bilateral Cooperation

A meeting between the Minister of Foreign Affairs of the Republic of South Ossetia Murat Dzhioev and Minister of Foreign Affairs of the Russian Federation Sergey Lavrov took place in Moscow, reports the Press Service of the Ministry of Foreign Affairs of South Ossetia.
"The meeting held in a friendly and constructive atmosphere focused on issues of bilateral cooperation and the problems related to the next round of Geneva Discussions", reports the Ministry of Foreign Affairs of South Ossetia.

Over two decades of independence of South Ossetia, two referenda, three presidential campaigns, and five parliamentary elections were conducted there. Whenever a change of power in the Republic took place, it was done through free will of its people in democratic elections, and not as a result of coups or color revolutions as some of our neighbors did.

Ministries of Finance of South Ossetia and the Russian Federation sign a supplementary agreement

The Ministries of Finance of the Republic of South Ossetia and the Russian Federation signed an additional agreement on the procedure on financial assistance to the reconstruction, socio-economic development and support to balanced budget of the Republic of South Ossetia.
On 6 October, the Ministries of Finance South Ossetia and Russia have concluded Supplementary Agreement no. 1 to the Agreement on the procedure for financial assistance to the reconstruction, socio-economic development and support to balanced budget of South Ossetia. For the South Ossetian side, the document was signed by the Prime-Minister Vadim Brovtsev and for the Russian side, Deputy Finance Minister Anton Siluanov signed the agreement.

Boris Chochiev: Despite the difficulties encountered, the Geneva format has its advantages

The authors of the draft-proposals the settlement of humanitarian issues in South Ossetia and Abkhazia do not take into account the fact that these republics are the sovereign states and are not part of Georgia, stated the South Ossetian President’s Special Representative for Post-Conflict Settlement Boris Chochiev.
According to him, the draft paper was submitted to the South Ossetian side on October 1, during the visit of Geneva Co-chairs to South Ossetia.
"We received the draft from the Co-Chairs of the second working group in the Geneva Discussions on the settlement of humanitarian issues, but 99% of the paper is politics, and only 1% refers to the humanitarian issues", said Chochiev.

Boris Chochiev: A complex approach needed for the settlement of the problem of refugee return

The settlement of refugee return and humanitarian problems is impossible without signing an agreement on non-use of force by Georgia, said the Special Representative for Post-Conflict Settlement to the South Ossetian President Boris Chochiev.
"The settlement of these issues comes after the signing of the non-use of force. Without this paper signewd, the Ossetian refugees can not return to Georgia, because they have no guarantees of security there, ", said Chochiev.
He also noted that the problem of refugees return should not be considered unilaterally, the way the international organizations are trying to do.

The visit of the head of Dzau district administration helped resolving some problems in the village of Sinagur

The Head of Administration of Dzau district of South Ossetia Pavel Kumaritov visited Kvaisa and Sinagur. It was his first working visit as the head of the administration. On the spot, he met with representatives of local administrations as well as communicated with the public.
The main problem raised by residents of Kvaisa was the construction of wooden houses at the Dzhodzhora river bank. Future owners of these houses are afraid that the river may spill over the banks and to demolish the houses. It should be noted that this issue was raised by the residents as soon as the construction of houses began. However, the construction of the houses continued.

South Ossetia Demands for Information About Abducted Citizens from the Georgian Side

On 5 October 2010, the third tripartite meeting of representatives of South Ossetia, Russia and Georgia under the auspices of the International Committee of the Red Cross (ICRC) took place at the border with South Ossetia, in the Georgian village of Ergneti. The meeting was held in the framework of the mechanism to look into the issue of the missing persons to identify their fate. This was reported by the Deputy Special Representative for Post-Conflict Settlement to the President of South Ossetia Merab Chigoev.
According to him, the meeting took place against the background of the Report by the Council of Europe Commissioner for Human Rights Tomas Hammarberg based on the findings of the independent experts, who, upon the request of South Ossetia, were monitoring the criminal investigation into the abduction of citizens of South Ossetia Khachirov, Khugaev and Pliev.
