The Head of Tskhinval city Administration Gerasim Khugaev had a meeting with media representatives. The meeting's discussion mainly focused on the opposition rally planned for 21 March. As Khugaev underlined, the Republic of South Ossetia is a free and democratic state guaranteeing freedom of assemblies, street rallies and demonstrations. In order to organize such an event, a citizen or a group of citizens should address the administration of the place , where the event is going to happen.

The Tskhinval city Mayor's Office did not permit holding the rally in the town on 20 March. The refusal is linked to the procedural violations with the submission of the rally permission request. Namely, the organizers of the rally in Tskhinval preferred to stay unknown. The call for street rally was inspired by Georgian special forces and their Moscow-based followers from among the Ossetian traitors. As the Interior Ministry Press-Service reported to IA RES that any attempt from the outside to blow up the situation in the republic will be suppressed by law enforcement bodies.

A column of Georgian armed forces appeared close to the border with South Ossetia, stated the Special Representative for Post-Conflict Settlement Boris Chochiev. “Near the village of Mejvriskhevi, a movement of a big column of Georgian armed forces arriving from the Georgian town of Gori has been observed, said Chochiev. Certain political forces in Georgia, while observing the fatal policy carried out by president Saakashvili, sober-mindedly assess the situation in the country and its international position. Therefore, many oppositional leaders started to communicate with Russia in order to mitigate the current Georgian-Russian relations, stated the South Ossetian Foreign Minister commenting on the recent visit of Zurab Nogaideli, the leader of the movement "For Fair Georgia", to Moscow.

Georgian authorities started to carry out new provocations, stated the Special Representative for Post-Conflict Settlement Boris Chochiev commenting on the reports by Georgian media about alleged shooting at the village of Nikozi from the South Ossetian side.
Boris Chochiev reminded that while making a speech at the Royal Institute for International Affairs in London, Georgian President Saakashvili stated a new war in the South Caucasus region is possible and that he would no exclude the probability of the conflict in South Ossetia and Abkhazia.

The RF government approved the draft Agreement with South Ossetia on Joint Military Base on the territory of South Ossetia. The Government decided to propose the RF President the Agreement for signing. The Agreement is concluded for 49 years with providing for its default prolongation for another 15 years.

The situation at the boundary line of South Ossetia is stable, reported the press-service of the RF FSB Border-guard Department in South Ossetia. Meanwhile, the Georgian TV channel IMEDI showed a false “a report on the possible development of the situation in Georgia in case of Russian intervention”. The residents of South Ossetia who saw the report, did not immediately understand what was happening, and it caused certain perplexity among those who saw the report. People started to call each other.

The RES Agency addressed the Command of the Russian military contingent deployed in South Ossetia to comment on the information disseminated by Georgian TV channel IMEDI about supposed Russia’s attack against Georgia. According to official source of the 4th Military Base in South Ossetia, the personnel followed routine activities.
