The Government of South Ossetia Discusses the Implementation of National Programs and the Rehabilitation of Social Infrastructure

A meeting of the government under the chair of the Prime Minister of South Ossetia Vadim Brovtsev took place. Members of the Cabinet discussed the spendings under the budget allocated for the programs "HR Reserve of South Ossetia" and "Development of the Ossetian language", as well as the rehabilitation of social infrastructure damaged during the hostilities in August 2008.
According to Vadim Brovtsev, the funds allocated for this purpose have been inefficiently spent because the relevant departments delayed submission of their applications to the Ministry of Finance of South Ossetia, and had not provided their financial reports on the funds already spent.

The Head of the Staff Training Department of the South-Ossetian State University Elizaveta Nanieva described the work done under the "HR Reserve" at the University.
"In accordance with the agreement between the State University and the Ministry of Economic Development on professional trainings at the University, 18 groups of 12 persons each are to be trained in computer skills, and 5 groups of 12 people should participate in accounting courses. So far, trainings in computer skills were completed for four groups. By the end of the year, we plan to conduct training on small business in agriculture, food industry and trade, as well as various technical and construction specialities. Best teachers and researchers of South Ossetia, as well as teachers from Russian universities will be engaged in the preparation and implementation of the programs. This will help to quickly bring the training in the Republic to a higher level ", said Nanieva. Also, according to her, Ossetian specialists will be sent for training to the Russian State University of Land Management.
The Prime Minister urged to intensify this work to attract teachers from Russia, to promptly provide the government with reporting. Brovtsev had also tasked the Employment Center to the Ministry of Economic Development to engage in this issue.
The second issue under discussion was that of financing of the program "Development of the Ossetian language."
According to the Prime Minister, 2.5 million rubles were budgeted for this program, but so far, 600 thousand rubles were spent, and the financial report covered only 100 thousand rubles.
The Minister of Education and Science of RSO Ariana Dzhioeva stressed that the implementation of the program ran smoothly and there were no reasons for concern.
"All the books are in production, and the contract has been concluded with the publisher. None of the program issues cause problems. Now we are revising the results. I think before December, the program will be completed ", said Dzhioeva.
In this regard, Brovtsev also tasked to pay more attention to financial reporting. The Prime Minister instructed to elaborate new program of the Ossetian language for year 2011 and submit it for approval to the Parliament of South Ossetia.
The final item on the agenda was the issue of rehabilitation of social infrastructure under the administration of the Ministry of Education.
According to Ariana Dzhioeva, the multidisciplinary college, the construction of which is foreseen in the complex rehabilitation plan, causes major concern.
"20 million rubles have been allocated for the construction of the college, 8 million rubles have been utilized, the reports cover 5 million rubles. The work has been suspended there", said Dzhioeva.
Brovtsev clarified that the contractor was provided with the funds, part of the work was done, and the contractor left the site incomplete.
"Let the law enforcement bodies deal with the contractor, and suggest that Ministry of Education finds a new more reliable contractor to urgently complete the reconstruction of the college. If this year's budgeted funds are not enough, additional funds should be budgeted for next year to finish the construction by September 2011 ", said the prime minister.
The discussion of construction at other sites the Ministry of Education revealed the fact that the Ministry of Economic Development could not effectively manage the distribution of allocated funds and control over the spendings. In this regard, Brovtsev noted that there is a need to create a new Ministry of Construction. He instructed the Government to consider the withdrawal of the construction management department from the Ministry of Economic Development and set the grounds for creation of an independent ministry.
