Today the working meeting within the frames of Mechanisms on prevention and reaction to incidents has taken place in the frontier Georgian village Dvani. As the Deputy Plenipotentiary of the President of the RSO on post conflict settlement Merab Chigoev has informed the news agency "Res", the representatives of South Ossetia, Russia and Georgia have taken part in the meeting, with the assistance of the EU observers and the co-chairman of the Geneva discussions from OSCE.

14 considered questions have been placed on the agenda. The meeting has begun with the review of the incidents from May, 5 to June, 16, 2011. The South-Ossetian side has estimated the situation on the frontier rather stable. However, the incidents which influenced the situation in whole have been fixed. «The facts of illegal crossing of the frontier have been fixed. 31 citizens of Georgia have also been detained for illegal crossing of the border and they have been expelled from the country within 24 hours; four citizens of the RSO and two citizens of the Russian Federation have also been detained», - Chigoev has noted. Besides, it has been fixed 51 cases of observing over the territory of the RSO by the representatives of the Mission of the observers of the European Union in Georgia, including 11 cases of illegal photographing. « Nine cases of illegal crossing of the RSO air space by the Georgian pilotless vehicles have been fixed by the RSO and the Russian Federation frontier services », - Chigoev has informed. In defence of themselves representatives of the opposite side have noticed that the mandate of the EU Mission of observers allows carrying out the observing actions over the territory. Chigoev has underlined that «the EU Mission of observers in Georgia can only carry out control over the Georgian territory, and the fact of observing and regular video shooting of the territory of South Ossetia is illegal». A question of mutual transferring the citizens being under investigation and condemned by the opposite side has also been discussed, and the Georgian side has responded: «We cannot exchange innocent people on gangsters», - and this point of the question remained opened. A question of mass infringements of the state border regime in Znaurskiy region of the RSO and the measures on their eradication has also been raised at the meeting. The incident occurred on May, 18, 2011 has also been discussed at the meeting of МPRI. Also an issue of rendering assistance and organization of the meeting of ten citizens of the RSO who had submitted claims in the Strasbourg court, with the employees of the Ministry of Justice of Georgia has been raised, too. While discussing this point the South-Ossetian side has rejected this offer flatly, having noticed that more than 3 000 citizens of the RSO have also brought an action and this question has been considering by the competent bodies. Once again great attention has been paid to the problem which is discussed at each meeting within the frames of various formats - clearing up the fate of the citizens of the RSO whom the Georgian side calls the missing persons, though there are proofs that they have been in hands of the Georgian agents of the national security some time. The next meeting of the MPRI will take place on July, 28, 2011.
