The statement of delegation of the Republic of South Ossetia at the International Geneva discussions on safety in Transcaucasia

On June, 29, 2011 the resolution on refugees and internally displaced persons from Abkhazia and South Ossetia which project was prepared by Georgia has been adopted at the 65 session of the United Nations General Assembly. The problem discussion passed without participation of the interested sides of the Republic of South Ossetia and Abkhazia and this circumstance testifies that this document, as well as the previous ones adopted at the 63 and 64 sessions of the United Nations General Assembly is presented in a deformed light. South-Ossetian and Abkhazian delegations at the International Geneva discussions in the joint statement from June, 7, 2011 have already emphasized that Georgia under the pretext of reference to a humanitarian range of problems - as it is the refugee and the internally displaced persons problems- is imposing to the world community the false vision of the problem, pursuing its basic target - to support its claims to the territory of the Republic of South Ossetia and Abkhazia.

We have also noticed that the authors of the draft resolutions deliberately hold back that in appearing of the majority of these refugees and the internally displaced persons first of all is guilty the Georgian authorities` shady power policy in resolving the Georgian-Ossetian and the Georgian-Abkhazian conflicts. The resolution holds back that in 1989-1992 in the result of ethnic cleansings carried out by the Georgian authorities, more than 100 thousand Ossetians having deprived of habitation and property, escaped from Georgia and found asylum in the Russian Federation and in South Ossetia. These people had no any relation to the Georgian-Ossetian conflict, but nevertheless only some of them managed to return back to their houses in Georgia. The authors of the draft resolutions also keep silence that South Ossetia has expressed readiness to return all refugees who are living now in the territory of the Russian Federation and Georgia, irrespective of their nationality, to the places of their constant residing in Leningorskiy region. Moreover, all the Georgian draft resolutions completely ignore the political realities which have developed in Transcaucasia, in particular, that the Republic of South Ossetia and Abkhazia are the independent states, recognized by several states-members of the United Nations. We consider it necessary to emphasize that adoption of the «Georgian resolutions» by the United Nations General Assembly does not promote not only the resolving the problems of refugee and internally displaced persons from Georgia and South Ossetia, but, on the contrary, has rather negative influence on the course of the Geneva discussions which is the only real platform where participants from the Republic of South Ossetia, Abkhazia and Georgia can discuss a wide range of existing issues,-including the problem of refugees and internally displaced persons,-with participation not only the OSCE, EU, but also the United Nations; and the General Assembly already the third time "is discussing " the problem of refugees and internally displaced persons and it is adopting resolutions without participation of representatives of South Ossetia and Abkhazia. Taking into account all the above-mentioned, the participants of the International Geneva discussions from the Republic of South Ossetia are authorized to declare that they are suspending their participation in the 2nd working group at the discussion of the refugees and internally displaced persons problems. At the same time we suggest in future to discuss this range of problems at the sessions of such respected organization as the United Nations General Assembly with participation of all the interested parties that is the Republics of South Ossetia and Abkhazia.
