Pierre Morel: the lieutenant general of the Polish army will head the EU Mission of observers in Georgia

The meeting of the South-Ossetian delegation at the Geneva discussions with co-chairmen of the Geneva discussions, who have arrived in South Ossetia with working visit, has taken place in Tskhinval. A special representative of the EU Pierre Morel, the representative of the United Nations Anti Turunen and a special OSCE representative Giedrius Chekuolis have taken part in the meeting under the chairmanship of the Plenipotentiary of the President of the RSO on post conflict settlement Boris Chochiev. At the beginning of the meeting Chochiev has underlined that the visit of the co-chairmen to the RSO is important, as position of the country leadership has been heard on site.

«When we proclaim our position in Geneva, someone thinks that it is some kind of whim of one of the delegation member. It is a general position of our country which has been heard by you today», - he has underlined. He has also noted that the situation at the frontier is rather stable; the detentions at the border take place much rarely. The Plenipotentiary has emphasized the recent statement of the head of the Georgian delegation in Geneva that «we do not exchange gangsters for our citizens» (under "gangsters" he meant peaceful citizens of South Ossetia though we perfectly know - who where and for what has been detained) in reply to the offer of the South-Ossetian side to define how many persons may be exchanged. Chochiev has underlined that the Georgian party tries to avoid signing the legally obliging document on force non-use. «We meet at the Geneva discussions to achieve certain results. We are still waiting for reaction to our draft document on force non-use which we have already submitted. However there is no any reaction to it. For today we are being directed to another way, we will tell so, on dissolution, and then it will be possible « to forget » about the force non-use memorandum. But we have already passed throughout it during the last twenty years, which has led to the August war», - he has declared. Concerning the refugees issue, Chochiev has noted, that it is not the fault of South Ossetia that the doors of this problem discussion have slammed. «We have declared that we will not participate in the second group while discussing the refugee problem if General Assembly adopts the next resolution. Nevertheless they have adopted this resolution ignoring our opinion, - the Plenipotentiary has underlined. - We have firmly declared that we will no more participate in the discussion of refugee problem. If we are invited to the General Assembly regular session, we will arrive and we will discuss this question». At the same time, Chochiev has focused attention on the position of the co-chairmen of the Geneva discussions in regard to this question. «Your position concerning these resolutions is not clear to us, and we cannot see is any reaction for your part », - he has declared.

In turn, Pierre Morel has informed that the European Union Mission of observers in Georgia will be headed by the lieutenant general of the Polish army Andrzej Kishkevich. «He is from Poland, he has wide experience. In 2003 Kishkevich was the commander of the Polish forces in Iraq, and in 2005-2010 he was working as the ambassador of Poland in Bosnia and Herzegovina. On July, 27 he arrived in Tbilisi», - he has told. It should be noticed that Kishkevich has replaced the diplomat from Germany Hans-Jorg Haber who was at the head of the mission from the first day of its location in Georgia in October, 2008.
