The 17th round of the international discussions on safety in Transcaucasia is being conducted in Geneva.As the head of the delegation- the Plenipotentiary of the President of the RSOon questions of the postconflict settlement Boris Chochiev has phoned from Geneva, bilateral meetings with the co-chairmen were held there.«The South Ossetian party has declared again that it will not participate in the second group where the socio - humanitarian issues and the question of refugees are discussed», - Chochiev has told.According to the Plenipotentiary, the Abkhazian party has supported this position.
As informed by Chochiev, inactivity of the UNHCR and Georgiain question of resolving the refugee problems has led to these results.«The Georgian party, which has filed a complaint to the United Nations General Assembly, will be responsible for unsettled question of refugees. Another guilty party –is UNHCR which was keeping the position of silence, thereby, assisting them», - Chochiev has declared. According to the Plenipotentiary, the informational session was also conducted on Monday.The South Ossetian delegation includes the Plenipotentiary of the President of the RSOon questions of the post conflict settlement Boris Chochiev, the State Adviser to the President of the RSO Konstantin Kochiev, the human rights ombudsman of the President of the RSODavid Sanakoev. The 17thround of the Geneva discussions began on October, 3 and is still in progress.The Geneva discussions are conducted since October, 2008 on the basis of the agreements reached after the war in South Ossetia. Delegations of Abkhazia, South Ossetia, Georgia, the Russian Federation, the USA, and also representatives of the EU, the United Nations and OSCE take part in these meetings on equal grounds. The document containing the offers on mechanisms of prevention and settlement of incidents in Georgia, Abkhazia and South Ossetia is the only result of the previous meetings.
