Plans for development of the border area of South Ossetia will start to be implemented this year

Results of a three-day working visit of the Russian interagency group led by Deputy Secretary of the Russian Security Council Rashid Nurgaliyev to South Ossetia, have been discussed at the today's meeting in Tskhinval, chaired by the President of the Republic Leonid Tibilov.

The president said that during the visit had been discussed a number of important issues, including a program of development of the border area of the Republic.
"We have also actively discussed the development of Defense Ministry of South Ossetia. The adopted decisions were approved by both sides, and by their implementation our Defense Ministry will solve many problems. Hopefully, we `ll realize them just-in-time. I will personally monitor these processes. And this year we will see the results of the development of our armed forces, "- said Tibilov.
He has also said that during the discussion of problems and tasks to consolidate and develop the Migration Service of the Republic it was stressed the need for a legal framework and the definition of actions to improve the efficiency of this agency.
According to the president, great work has been done for the development of the border area of the Republic. The Economy Minister Zalina Khugati has noted that were discussed scrupulously all points of the state comprehensive program for socio-economic development of the border area of the Republic.
The need to develop this program, according to the minister, follows from the difficult issues existing in the border area.
"Activities, covering the development of a strategic plan and the medium-term program, in our opinion, require additional development efforts in these areas. These additional proposals resulted in a program that will be added as a separate item to the program being developed by the Ministry of Economy "- emphasized Khugati.
She has reported that the basic provisions of the program are - the development of the transport component, housing and development of health care and education.
"In 2013, will be implemented the activities without requiring the development of construction documents. These activities will give confidence to the people that their problems are known and the leadership is aimed at addressing them. To this end, the decision to build up to 200 prefabricated houses in 2013, start building roads to Sinagur (Dzausky district - Ed.). This area is experiencing the greatest difficulties today and is the most cut off from the Republic. It is also decided to set up a resource center that will give the opportunity to the residents of the area to get the quality secondary education and to solve social problems, "- said the Minister.
An additional aspect of the program is the creation of 11 medical stations, in addition to the existing ones for the border inhabitants can receive first aid.
Khugati added, the program could have a wider format, scheduled for 2013-2016. "The activities are not limited to those which do not require construction documents, but will also cover the development of industrial production, agriculture, infrastructure, communications and other areas", - explained Khugati.
She noted that the final program should be prepared by the end of February, 2013.
In turn, Rashid Nurgaliyev has said that if all the specified measures are approved, the life of the inhabitants of the border areas will be much easier.
"We must do everything for the people living there to be involved in the general life of the country. Previously, we have paid more attention to the major population centers, and the border area, where are living many people, was ignored. Now, their problems will find a solution by this program, "- said the Russian official.
According to him, for the first time within six months, he has seen "a solid document that is designed considering the real situation."
Deputy Minister of Regional Development of the Russian Federation Sergey Vereshchagin, for his part, supported the South Ossetian side to divide the program into two phases.
He has also noted that in the course of the meetings with members of the South Ossetian part of the Intergovernmental Commission was evaluated the execution of the last committee meeting protocol and were briefly discussed the results of work in 2012. According to him, the work is being carried out in the current mode, there are some problems, but in the course of the activities they will be resolved.
The meeting also discussed other social issues.
Finally, Rashid Nurgaliyev, on behalf of the Head of the Russian Security Council Nikolay Patrushev, presented a souvenir to the head of the Security Council of South Ossetia Anatoly Pliev on the occasion of his 60th anniversary.
