"There is nothing new in the statement of the Prime Minister of Georgia Bidzina Ivanishvili that in August 2008 it was Georgia that started the war," said the news agency "Res" Presidential Envoy of South Ossetia on post-conflict settlement Murat Dzhioev, commenting on Ivanishvili`s statement that the war in August 2008 had been launched by the top leadership of Georgia.

"The fact that Georgia had started the war in August 2008, was voiced by Mr. Ivanishvili in October 2012, when in the Parliament of Georgia he addressed the party members of President Saakashvili, -" the war in 2008 was the large-scale provocation arranged by your commander -in -chief and you "," - said Dzhioev.
At the same time, according to the ambassador, Ivanishvili has said that no one is in doubt that Saakashvili is responsible for the war in August 2008, adding that it is also said in the report of Tagliavini.
"That is, even then Mr. Ivanishvili publicly agreed with the main conclusions of the report of the European Union`s independent commission, investigating the causes of the war in August 2008, led by Swiss diplomat Heidi Tagliavini, the fact that Georgia had started the war against South Ossetia," - said Murat Dzhioev.
He has stressed that no less important than the words of Ivanishvili are the statements of the Georgian political scientist and expert Mamuka Areshidze and General Tristan Tsitilashvili.
"Areshidze has said, that according to the plan of the General Staff of Georgia "the attack on Tskhinval was to have begun at 5:00 am, but for some unknown reasons the assault began four hours earlier, at midnight. That is what has caused confusion in the plans and complete disorganization ... that was an indisputable precondition of the attack to fail"" - Dzhioev has quoted the expert.
According to the Envoy, the Georgian general Tsitelashvili in the interview with the media said that the Georgian authorities had carried out provocations against South Ossetia in 2006 and in 2007, and since the end of 2007 they became systematic.
"In this connection I would like to remind that, given the frequent provocations carried out by Georgia and the obvious escalation of the situation the South Ossetian authorities twice in the first half of 2008 applied to the ambassadors of the OSCE member-countries accredited then to Tbilisi, to visit South Ossetia, to learn the situation on the Georgian-South Ossetian relations and apply all efforts the Georgian authorities to cease escalation of the situation. However, only the Russian Federation and Switzerland confirmed their willingness to visit our Republic, "- said the envoy.
Dzhioev has again cited Tsitelashvili who told the media that preparations for the war had begun in July, "Private Banks in Gori left their offices; all the valuables were taken out... July 25 10,000 special black bags were brought in Gori... in the doorway were standing Ugulava, Bokeria, Targamadze - those whom I saw. I've heard the phrase: "There will be a lot of victims, but it's nothing - we will achieve our goal"."
"Just nothing! Is it not the evidence who started the war and why?! ,"- said the envoy.
According to him, no one else should doubt who provoked and started the war in August 2008.
"I hope that people of Georgia will show much political wisdom. Saakashvili and his entourage, will be "appreciated" adequately, and his confession to the people of South Ossetia will cleanse for him "the road to the temple "," - said the envoy.
He has also noted that the real factor of ensuring security for South Ossetia is the signing of an agreement on non-use of force with solid international guarantees.
