All decisions of the government of South Ossetia on protection and arrangement of the state border with Georgia are unilateral, as the Georgian authorities have categorically refused to consider the question of the recognition of the independence of the Republic, focusing efforts on the return of the so-called "occupied territories," said at a press conference in Tskhinval, the Deputy Chairman of the KGB of South Ossetia - the head of the KGB Border Service of South Ossetia Major General Sergei Kolbin.

He has noted that one of the positions of the Georgian strategy with regard to the "occupied territories" is the "work to erode the concept of the ''state border''."
"They are making enormous efforts to exclude the term "state border." The Georgian side has been seeking the state border to be completely transparent, accessible to the people, vehicles, cargo and goods. That is, as a concept, it does not exist for them, "- said Kolbin.
According to him, this situation leaves its mark on the activities of the Border Service.
"All the decisions taken by the Government on issues of security and border arrangement are unilateral. They are prepared with one caveat – to follow these documents till the relevant international agreements are reached. As soon as it is reached mutual understanding with our counterparts that South Ossetia is an independent state, we will work with the Georgian side on the articles of the state border agreement, the procedure and the entry points, everything related to the normal functioning of any state border " - said Kolbin.
He has explained that the state border - is the subject of bilateral agreements, in the case of South Ossetia with its neighbors - to the north with Russia, to the south - with Georgia.
" In the north the process of border arrangement is quite successful. After several working meetings was conducted delimitation of the state border, prepared a draft of the document, and we got close to the draft treaty on the border between Russia and South Ossetia. Currently, the document is at the RF Foreign Ministry, after which it will be submitted to the signing of the heads of the states ", - said the head of the Border Service. He has added, that currently in non-recognition of South Ossetia by Georgia, it`s early talking about the legal registration of the state border with Georgia.
Regarding hysteria fanned by the Georgian authorities around the state border arrangement, Kolbin has said this is the domestic policy issue of Georgia.
"They're making a lot of noise about it, trying to make any political statements and are blaming only the Russian side for what we are doing together with Russian border guards. Stories about the fact that "the Georgian land is occupied, about the expansion of the occupied territories" are baseless, "- stressed Kolbin.
According to him, residents of the border areas are aware of the borderline.
"Even the screams heard in the village of Ditsi and other localities visited by representatives of the Georgian parliament and public organizations of Georgia have not found wide support among the local population of the border villages" - added Kolbin.
The head of the Border Service has stressed that his subordinates are carrying out works merely in the territory of South Ossetia.
