The main goal of Georgia is to discredit the Russian Federation and the national liberation struggle of South Ossetia - Madina Plieva
Public statements of the former member of the so -called "alternative government" of Georgia Vladimir Sanakoev on the website "Caucasian policy" caused indignation of the people of South Ossetia, who had experienced the betrayal of Sanakoev. Sanakoev to this day has not stopped his anti-Ossetian and anti-Russian activities, but now in North Ossetia.
The appeal of the Chairperson of the Fund to support the wounded, disabled in the course of combat activities in the territory of the Republic of South Ossetia Madina Plieva to the head of North Ossetia Taimuraz Mamsurov, in particular, says:
"We – the invalids - members of the South Ossetian Foundation to support the wounded during combat operations in the territory of the Republic of South Ossetia in 1989-2008, appreciate your productive work, your professionalism and incorruptible patriotism.
You are an inspiring example for us, as a real Ossetian, a wise leader and a prominent political figure. We know that you cherish the ideals of unity of the Ossetian people, happiness and well-being of the Great Russia, and our beloved Motherland - Ossetia.
As you know, our Motherland is experiencing difficult times. Georgian fascists do not leave attempts to subjugate South Ossetia. Unfortunately, in doing so, they use the help of some citizens who are formally Ossetians, have Russian citizenship, but having nothing Ossetian or Russian at heart.
Georgian officials, politicians, extremely hostile to South Ossetia and Russia, do not hide the fact that at the present stage, their main purpose is to discredit Russia and the national liberation struggle of the people of South Ossetia. One of those who actively participated in these actions in the second half of the 2000s is a certain Vladimir Sanakoev. To our surprise, after the shameful failure of the attempts by Georgia to seize the territory of South Ossetia, killing or expelling its people, he settled in North Ossetia.
Sanakoev is trying again to come onto the political scene, giving an interview, in which he expresses the intention to return to Georgia and to resume anti-Ossetian and anti-Russian activities.
In fact, he publicly justifies the policy of state terrorism of Georgia against South Ossetia. His appeals not to accept "Russia's recognition of South Ossetia" should not be perceived calmly.
We express confidence, Mr. Mamsurov, that based on your wisdom, you will make the right decision, following the supreme long-term interests of the Ossetian people, considerations dictated by concern for peace among nations, opposition to any kind of extremism and anti-state activities , no matter where they occur."
It should be reminded that Vladimir Sanakoev is a traitor of the Ossetian people, who took the side of the Saakashvili regime and received from his hands a Georgian passport, now trying to establish in North Ossetia a public organization "Peace –Express."

The results of the presidential elections in Georgia – the new name, the old anti-Russian course
Presidential elections in Georgia have not brought sensations. The new head of state, as predicted almost all, has become the candidate of the ruling coalition "Georgian Dream", uninviting and uncharismatic George Margvelashvili. There was not a second round, his nearest rivals- the candidate of the former ruling party "United National Movement" David Bakradze and former Speaker of the Parliament Nino Burjanadze, together scored less than a third of votes.
But this is not so important. Since these elections, the presidential post in Georgia will be more symbolic than practical. In accordance with the amendments to the Constitution, adopted three years ago, the president's powers are greatly reduced, redistributed between the parliament and the government (controlled by the same "Georgian Dream "). Saakashvili`s era has become irrevocably a thing of the past.
The elections were not an arena for the struggle of ideologies. The top three candidates for the presidency demonstrated touching unanimity on the main directions of foreign policy. President-elect Margvelashvili, as well as Bakradze and Burjanadze, support Georgia's accession to NATO and the EU, rejecting the possibility of returning the country in the CIS ("Georgia is clearly moving in the direction of Europe ") and dreaming of "the restoration of the territorial integrity of Georgia," that means, the return of the independent states South Ossetia and Abkhazia that is, of course, impossible.
There is no doubt that the Georgian course "from Russia" and Euro-Atlantic integration will not change. It is also absurd to expect improvement of Russian-Georgian, Georgian- Ossetian and Georgian- Abkhazian relations, the evidence of which is a number of actions against the installation of barbed wire along the Georgian -South Ossetian border, collecting signatures for a petition against Georgia's participation in the Olympic Winter Games in Sochi ( since the beginning of October has already been collected 28,000 ), burning Russian flags and other such tricks, demonstrating the true approach of Tbilisi to establish inter-state relations.
A striking finishing touch is the reaction of the Georgian leadership to the participation of the Russian pilot Ivan Nechayev, who among other warriors repelled the Georgian aggression in August 2008, in the Olympic torch relay. "The government, which intends to improve relations with the neighboring country, should not behave so provocatively," - commented on the fact the offended government of Georgia. The problem for Tbilisi, as well as in recent years, is not in unleashing the war against South Ossetia, but only in the response of Russia to this inhumane action.
And «to establish relations», apparently, is fundamentally important not for Georgia, which has damaged them itself, but just for Russia.
And this is despite the fact that the Russian market, contrary to the interests of the consumer and the foreign policy objectives of the Russian Federation, has opened for the Georgian wine and mineral water "Borjomi " (which, frankly speaking, loses Russian mineral water both in quality and price ). What other unilateral concessions are required from the Russian side? ... But in Tbilisi are not ready to accept the reality. Georgian political circles still do not even realize such an obvious thing that the train of the "confederate Georgia" is off, and the order of the day is not the "return" of South Ossetia and Abkhazia, which will never happen, but the preservation of the territorial unity that yet remained. Not accidentally Margvelashvili, Bakradze and Burjanadze, as previously Saakashvili with Ivanishvili, during the pre-election campaign in various ways were singing an old song about «finding a common language with Abkhazians and Ossetians» and the construction of new Georgia," which will be interesting for both Abkhazians and Ossetians."
In the current circumstances, the personal composition of the Georgian leadership is not so important - it is still unable to cope with the challenges of the time. In Georgia in the foreseeable future there will be neither pro-Russian, nor pro-Georgian politicians, realizing the depth of the internal and external risks facing the state. For qualitative improvement of the Russian-Georgian relations it is absurd the claims against Russia, but the repentance of the Georgian leadership (and, more importantly, of the society) for the events of 2008 (or rather, for what was happening at least since 1989). But Georgia is proud of its "heroes." The country obviously needs external governance, and it is necessary to carry out the old methods - by a Russian governor-general from the Vorontsov Palace, situated on Rustaveli Avenue in Tbilisi.

The weekly meeting with the heads of the power ministries and agencies South Ossetian President Leonid Tibilov began with a minute of silence for the victims of the car accident that took place last week in the Republic, informed IA "Res" a press Secretary of the RSO President Ghana Yanovskaya.

The head of state has stressed that the problem with the increased number of accidents is important and is yet to be solved. As stressed the head of state, often the culprits of the accidents are citizens themselves, driving under the influence.
"We need to establish a good driving school for our citizens, which will graduate competent drivers" - the president said.
The Head of State has informed that it was made a decision to delegate the functions of the driving school to the South - Ossetian State University. During the meeting, some ministers reported on the earlier instructions. In particular, Justice Minister Murat Vaneev has reported that the problem to provide medical care to the seriously ill prisoners has been partially solved.
"Today, one of the prisoners will be examined by a surgeon, who will arrive in the Republic under the agreement. Unfortunately, the state of health of another prisoner requires hospitalization outside South Ossetia. With this question we have a problem "- said Vaneev.
At the end of the meeting the President has underlined that the work of the ministries should be of high quality. "I`ll be checking on the spot how the work is progressing, including the law enforcement agencies. I has started today with the Ministry of Construction and then the other agencies ", - concluded the president.

The government of South Ossetia has approved a number of bills
The South Ossetian leadership has extended the term of the International Committee of the Red Cross (ICRC) in the Republic. The decision was taken today at a meeting of the Government of the Republic, which was held under the chairmanship of the President Leonid Tibilov. Deputy Foreign Minister Alan Kochiev noted that the tenure of the ICRC in South Ossetia would end on November 1 and proposed to extend it for one year. After a lengthy discussion, the government voted for the extension for six months. The head of state instructed the Ministry of Foreign Affairs to request the ICRC detailed report on the work done during the last year and the plan for the coming year.
At the meeting, Deputy Minister of Internal Affairs of the Government of South Ossetia Tarzan Kokoev introduced a draft law "On the administrative supervision of the persons released from places of imprisonment." He has noted that the abolition of the administrative supervision of the persons has shown that individuals of this category committed crimes both in the Republic and abroad.
"Therefore, I believe that it is necessary to adopt this law for prevention of crimes and other offenses by former prisoners," – stressed Kokoev.
This bill was unanimously approved by the Cabinet.
Minister of Culture of the Republic Makharbeg Kokoev submitted a draft law "On protection and use of immovable monuments of cultural history of South Ossetia."
"This law is essential for our Republic. The law is aimed at implementing the constitutional obligation of every citizen to take care of the preservation of historical and cultural heritage,"- said Kokoev.
This bill was also unanimously approved.
Minister of Economic Development of South Ossetia raised a question to establish a special commission to determine the conditions of cancellation and prolongation of debts of small and medium-sized enterprises of the RSO before the public corporation "Joint-stock Savings Bank of South Ossetia," the National Bank and the state budget of South Ossetia.
During the meeting were also approved the establishment of rules and methods and the size of a one-time annual fee for the use of radio frequency spectrum in the RSO.
For a week the border guards detained seven infiltrators - the KGB of South Ossetia
In the period from October18 to 25 the Border Service of the KGB of South Ossetia considered the cases against seven people.
Two people were detained for illegal transportation of goods across the state border, two for violation of the frontier zone of the state border and three –for violation of the regime of the state border.
"Four of them are citizens of South Ossetia, one -a Russian citizen, and two of them - citizens of Georgia," – confirmed the KGB official.
Three citizens of South Ossetia from among the four citizens detained this week, by a court decision were fined, one citizen of the Republic of South Ossetia is under investigation.
" October 19, a citizen of Georgia, a resident of the village of Adzvistavi, Gori district, Eldar Gundrishvili was fined by a court decision and expelled from the Republic. The second Georgian citizen, a resident of the village of Plavi, Gori district, Robinson Terashvili is under investigation, "- said the KGB official.
A citizen of Russia was verbally warned and released.
Weapon caches were discovered by the border guards in Znaur district of South Ossetia
October 21 and 22 near the village of Balta in Znaur district of South Ossetia the border guards of the FSB Border Control Agency of Russia in South Ossetia discovered two caches of weapons and ammunition.
"In one of the caches were two grenades to the rifle-attached grenade launcher and four projectiles to 30 -mm automatic gun, in the other one - a 16 -gauge double-barreled shotgun, three F-1 grenades with fuses and more than 600 cartridges for small arms. The content of the caches were seized by employees of the Ministry of Emergency Situations of the Republic", - said a representative of the Border Control Agency.
According to the press service official, for the last week have also been detained four violators of the state border near the villages of Artsev, Disev and Tsinagar.
"Two cases of violation of the state border have been connected with the illegal goods transportation across the state border of the Republic of South Ossetia, and near the village of Tsinagar – with the illegal crossing of the state border."
The press service official has noted that a violation of the state border of South Ossetia near the village of Disev was recorded by a video-lokator system "Rubezh," established along the border in the flat part of Tskhinval district.

Georgian Interior Ministry has tried to set a police post between the villages of Znaur district
Another incident involving the Ministry of Internal Affairs of Georgia has recently occurred at the state border between South Ossetia and Georgia.
As the news agency "Res" has been informed at the press service of the KGB, the armed Georgian policemen in masks, accompanied by a patrol car of the Interior Ministry and the Defence Ministry for 300 m penetrated into the territory of South Ossetia and attempted to set a post on the road between the villages of Tsnelis and Kalet in Znaur district.
"The police attempted to stop a grader, working on a road and detain the driver, a resident of the settlement of Znaur. After the appearance of the border guards, the Georgian police left the territory of South Ossetia," - told the KGB.
Currently this stretch of the state border is under observation; the situation in the area is calm.

Leonid Tibilov has received a new commander of the fourth military base Mikhail Polishchuk
President of the Republic of South Ossetia Leonid Tibilov has received today a new commander of the Russian 4th military base of the Guards in South Ossetia, Guards Colonel Mikhail Ivanovich Polishchuk, who succeeded Major-General Alexander Shushukin –a commander of the 4th military base since its establishment in 2009.
As IA "Res" has been reported at the press service of the President of South Ossetia, the meeting was attended by Prime Minister of South Ossetia Rostislav Khugaev, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of South Ossetia Elbrus Kargiev and former commander of the Russian 4th military base of the Guards Alexander Shushukin.
The head of state highly appreciated the achievements of Alexander Shushukin in the formation and construction of the military base.
" We remember well in what difficult field conditions you had to work. Today is another reality, and Mikhail Ivanovich will have to work in a more favorable conditions, "- said Leonid Tibilov.
The President has stressed that since the formation of the fourth military base has developed a good tradition of good relations between Russian servicemen with the leadership and the local population of the Republic.
"I am confident that this tradition will continue with the arrival of a new commander, and all the issues we face, will be resolved in the course of our joint meetings," - said the President of South Ossetia.
"Russia has every reason to believe that the fourth military base is deployed in the absolutely friendly country, - said in turn the Ambassador Extraordinary and Plenipotentiary of Russia to South Ossetia Elbrus Kargiev. - The attitude of the local population to the Russian servicemen, as well as to Russia as a whole, is extremely positive. The Russian ambassador has also noted that the already established tradition of partnership of combat collaboration of the Russian fourth military base with the detachments of the South Ossetian army will be further strengthening.
