South Ossetia will not participate in the meeting within the frames of the Incident Prevention and Response Mechanism

South Ossetian side will not participate in the meeting under the Incident Prevention and Response Mechanism established by Geneva discussions. The meeting has been planned upon the initiative of the EUMM. As reported by the Special Representative for Post-Conflict Settlement Boris Chochiev. "We still know nothing about the fate of our citizens and for us this issue is vital". "South Ossetian side had repeatedly warned all the parties to the Geneva discussions that before we receive any information in relation to our missing citizens, we suspend our participation in these meetings. Our position is irrevocable", stated Chochiev.

"We were promised to receive information on our citizens illegally kept in the prisons in Georgia before the New Year, but regrettably, in response to good will showed by the South Ossetian authorities to pardon Georgian teenagers detained in South Ossetia for illicit possession of explosives and border-crossing, as well as for having committed a theft, we have not got any of our citizens back, not mentioning the five South Ossetian citizens who had been abducted after the Georgian aggression in August 2008. The latter fact was confirmed by the CoE HR Commissioner Hamarberg and that they have been kept on the territory of Georgia, for what the authorities of Georgia should be held responsible."
The Special Representative reminded that on 5 January, the EUMM observers, whose responsibilities include monitoring of the situation in the area adjacent to the border between South Ossetia and Georgia, we invited, as exclusion, to have the opportunity to receive first-hand information on the ground. But, unfortunately, despite all proves that the person was abducted, he again and again receives different charges. And, as usual, the EU military monitors are silent and if they say anything, it would hardly go against Georgia. Their mission is not in telling the truth that would go against Georgia.
To remind, the decision about establishment of Incident Prevention and Response Mechanism was achieved at the fourth round of the Geneva discussions on 17-18 February 2009. The first meeting was held on 23 April in the village of Ergneti. The participants to the IPRM meetings are representatives of Georgian, South Ossetian, Russian sides and representatives of the EUMM and OSCE.
