David Sanakoev: Georgia is not fulfilling its obligations in regards to release of South Ossetian detainees

The Plenipotentiary for human rights to the President of South Ossetia David Sanakoev considers the statements made by Georgian authorities about the release of South Ossetians detained after the war in August 2008 “incorrect”.
“It is at least incorrect to talk about Georgia’s fulfillment of its obligations in release of detained South Ossetians”, stated the Plenipotentiary for Human rights David Sanakoev, commenting on the statement made by the Head of Information and Analysis Department of Georgian Interior Ministry Shota Utiashvili that Georgia has released all residents of South Ossetia detained after the Georgian-Ossetian war in August 2008.
Sanakoev underlined that the Georgian side, and Utiashvili himself, rejected the agreements reached in previous negotiations.

”In 2008, when Givi Targamadze represented the Georgian side, he promised to hand over to the Ossetian side at least four people. This was also guaranteed by Georgian Patriarch Ilia II and the CoE High Commissioner for Human Rights Tomas Hammarberg. It remains a promise until now”, he said. According to Sanakoev, it is currently impossible to refer to Hammarberg’s Memorandum. “The South Ossetian side did not agree upon the memorandum suggested by Hammarberg, since it did not contain any wording that would oblige Georgia to fulfill the achieved agreements. Georgia pursues only its interests”, underlined Sanakoev.
According to him, there are so far about 35 illegally detained South Ossetians on the territory of Georgia. “It is difficult to say that this number is precise, since all questions we had to the Georgian side remain unanswered. We began raising these issues already with Joint Control Commission, then at the discussions in Geneva, as well as at other meetings, but, unfortunately there was no reaction”, he said.
It is worth reminding that the Head of the Information and Analysis Department of Georgian Interior Ministry Shota Utiashvili stated 22 May 2010 in his interview to Georgian media that Georgia had released all residents of South Ossetia detained after the armed conflict in August 2008.
