Leonid Tibilov: the Treaty of alliance and integration is a response to the challenges and threats against Russia and South Ossetia

The development of the draft Treaty of alliance and integration between the Republic of South Ossetia and the Russian Federation has reached the final stage. The document has already been agreed with the South Ossetian ministries and agencies, the Ministry of Foreign Affairs sent it to the Russian Foreign Ministry for a similar procedure in the Russian Federation.

It is expected that the Treaty will bу submitted for the signing by the heads of the two states until the mid-February, after which it will be sent for ratification to the legislative authorities of the contracting countries. As emphasized by the President of South Ossetia Leonid Tibilov, the Treaty is in the interests of the peoples of South Ossetia and Russia; it does not contradict the legislation of the two states, and primarily aims at ensuring total security. Taking into account the complex international situation, this is a very timely step and appropriate response to threats and challenges against Russia and its allies.
"The idea of drafting and signing of the Treaty between the Russian Federation and the Republic of South Ossetia is connected with the complex geopolitical processes in the world and in the Caucasus, in particular. It is a response to the challenges and threats against Russia and South Ossetia, and involves increasing integration between our countries and creation of a unified military space and security", - said Leonid Tibilov at a meeting with the heads of the South Ossetian media and the Russian journalists accredited in the Republic.
During the work on the document, the working group consisting of members of the Political Council under the President, and subsequently the joint Russian-South Ossetian working group was able to draft the text of the treaty, which meets the interests of the two countries and will promote the interaction of power structures of South Ossetia and the Russian Federation without violating the legislation of both countries.
"In the course of drafting the document we had many controversial issues. In the first version was an article related to the armed forces and the security agencies of the Republic to be included in the relevant Russian ministries and agencies ... Then I held the talks with the Russian colleagues and we in full understanding came to the conclusion that the article related to the Ministry of Defense, the Interior Ministry and state security bodies should find other formulations, as reflected in the new draft Treaty, "- said the president.
He has explained that the Russian power structures will include separate divisions of the Defense Ministry, state security agencies. The Ministry of Internal Affairs of South Ossetia and the Russian Federation will create the Coordination Center in the Republic, which will increase the effectiveness of combating organized crime, corruption and other dangerous types of crimes.
The President has stressed that the Treaty will serve the interests of South Ossetia, every citizen of the Republic. He called unfounded the rumors that the signing of the Treaty would violate the Constitution of the Republic and the structure of its executive power.
"President is the guarantor of the Constitution. Therefore, the first goal of our work was the preservation of all structures, compliance with the legislation and the Constitution. Our working group was following these principles, as well as the joint working group of Russia and South Ossetia. I am a consistent supporter of the supremacy of law in the Republic. I was talking about it during my election campaign; my main motto is supremacy of law and the establishment of a sovereign, independent, legal state. We have been following this course during the work on the draft Treaty and today we can safely talk about it", - said Leonid Tibilov.
He has noted with regret that some politicians and parties have used the preparatory process for the Treaty, pursuing personal goals.
"None of the leaders of the parties can use people in their own interests. Our people have gone through hard trials, therefore, I appeal to you to defend the interests of the people, as well as everything we will deal with in future,"- said the president.
