Today the United Nations General Assembly has put to the vote the resolution initiated three years ago by the Georgian party- «About the position of internally displaced persons and refugees from Abkhazia and South Ossetia». Last year the United Nations General Assembly with the 50 voices pro and 17 voices contra has adopted the resolution initiated by the Georgian party. In contains anxiety "by violent change of the demographic situation as a result of the conflicts in Georgia". In this connection, a South-Ossetian expert Inal Pliev has declared the news agency "Res" that «in 1991-1992, after a genocide and ethnic cleansings of the Ossetian population living in the former Georgia and temporarily occupied part of the territory of South Ossetia by the army of the State Council of Georgia, the United Nations did not express its concern in regard to the «violent change of the demographic situation in Borzhomi, Bakuriani, Tbilisi, Gori, Gudzhareti, Kakheti, Kareli (Georgia) and South Ossetia, but even as a sign of special encouragement of ethnic cleansings of the Ossetians has included Georgia in its ranks». We should note that last year the General Assembly recognized "the right for returning of the all internally displaced persons and refugees and their descendants, irrespective of ethnic belonging, to their houses all over the territory of Georgia, including Abkhazia and South Ossetia".

Concerning this fact Pliev has reminded: «The United Nations has not adopted any similar resolutions in regard to the expelled Ossetians that testifies a bias of this organization, its neglect of the small people rights». Necessity of observance of property rights of all internally displaced persons and the refugees who have suffered from conflicts in Georgia is underlined in the resolution. The appeal contains to abstain from acquisition of property with infringement of the rights. In regard to this item the South-Ossetian expert has also specified that the «property of the Ossetians, expelled from Georgia, in particular, the property immovable, has been appropriated by the Georgian inhabitants with infringements of all laws, but the United Nations, as well as other international organizations, again have shut their eyes to this fact». The reason of so obvious and rough dissymmetric approach to the large and small nations Pliev names as involvement of the United Nations in the conditions of visible loss of their sovereignty by the majority of states: «the majority of the states in the modern world simply are physically afraid of military aggression of the USA and its satellites, and their heads for saving their people from barbarous and ruthless bombardments, the cities - from total destruction, and the countries - from extermination, are compelled to conduct such policy to please the USA, to vote in the United Nations how the American representative will point with his eyebrow movement. Thus they feel humiliated, but they do not have another way out». According to Pliev, the voting process in the United Nations does not answer a question on justice or injustice of this or that case because the majority of the countries does not possess the sovereignty over the foreign policy and they make the decision of the voting way not on the basis of studying the facts, but proceeding from the results of the political auctions and collusions, under the external rough pressure and blackmail.
