Statement of the Parliament of the Republic of South Ossetia

July 9, 2012 Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE PA) at its annual meeting adopted by a majority vote a resolution "On the situation in Georgia."
The resolution, drafted by the Polish deputy, contains clearly politicized and false position – supporting the "territorial integrity" of Georgia, and with reference to the term "occupied territories" are mentioned South Ossetia and Abkhazia.

Although the resolution of the OSCE Parliamentary Assembly is not an official document, the adoption of this resolution caused bewilderment in the Parliament of the Republic of South Ossetia. It is regrettable not only that the distinguished members of the OSCE Parliamentary Assembly, contrary to the prevailing political realities, are considering the recognized states - the Republic of South Ossetia and Abkhazia,- as parts of the Republic of Georgia and continue to maintain a concept of "territorial integrity", completely unreasonable legally, and doubly unreasonable in relation to Georgia, but also, that by adopting this resolution, OSCE continues to ignore the legal aspects of the independence of South Ossetia, not considering it necessary either to become familiar with the situation on the spot, or the position of the South Ossetian parliament. The term "occupied territories" in respect to South Ossetia does not correspond to reality.
Sovereign Republic of South Ossetia is developing a friendly, contractual relationship with the Russian Federation and location in its territory the Russian troops and border guards, which have been ensuring the external security, is based on the bilateral agreements, ratified by the parliaments of both countries in accordance with the international law and practice. Russian servicemen are not performing any power functions, as well as they have no relation to the territory of Georgia.
The Parliament of South Ossetia, which represents its people, is ready to cooperate both with the international inter-parliamentary organizations, as well as with the parliaments of individual countries. Such cooperation can contribute to greater awareness of their foreign colleagues about the true situation in the whole region, and favour adoption of deliberate, effective, but not politically engaged papers.
