The General Prosecutor's office of South Ossetia initiated a criminal case on the fact of escape from the Tskhinval penal colony

South Ossetian President Leonid Tibilov held a meeting with the heads of law enforcement agencies. At the beginning of the meeting Leonid Tibilov has congratulated the participants on the holiday of Dzheorguyba (St. George's Day), noting that this day is one of the major national holidays for Ossetian people.
The meeting discussed the current situation in the Tskhinval penal colony from where on November 16 had escaped the felon. Leonid Tibilov has noted that one of the basic versions of the incident is that the criminal has accomplices among the employees of the penal colony.
The Minister of Justice of the Republic Murat Vaneev has assured that the officers on duty, whose criminal negligence led to the escape, will be severely punished and they will bear criminal responsibility.
According to the Minister, the Prosecutor General of the Republic began criminal proceedings, and the Interior Ministry is engaged in search actions on capturing the escapee. The Minister reiterated that all those responsible would be punished.
Interior Minister Akhsar Lavoev has reported that all the units of the Ministry have been mobilized and are currently ongoing the search actions to capture the felon.
During the meeting, Prosecutor General Merab Chigoev reported on the results of his working visit to the Russian Federation. According to him, after a meeting with the leadership of the RF General Prosecutor's Office has been signed a program for cooperation between the agencies for 2014-2015.
At the meeting was also discussed the investigation of criminal cases sent to the Russian Federation. In particular, Merab Chigoev noted that some of the persons involved in criminal cases in South Ossetia and declared wanted, Prosecutor General's Office had repeatedly announced wanted in the territory of Russia. Among them are the former Chairman of the National Bank Oleg Dzantuev and the Chairman of the Commercial Bank "Bon -Bank" Vladislav Kokoev, indicted in September.
"We are talking about 150 million rubles, which Dzantuev illegally transferred to "Bon –Bank," then the money disappeared," - said the Prosecutor General.
During the meeting, Leonid Tibilov drew attention to another problem - the problem with wrong parking.
The head of state has stressed that one can often observe how motorists park their cars at their homes, shops, institutions, penetrating into the sidewalks.
"Paving is not intended for driving. Passers-by, bypassing the obstruction, are often forced to go out into the street,"- said the president.
The head of state ordered the Interior Ministry to provide assistance to the town hall in solving this issue.

For a week in South Ossetia were detained six violators of the state border

November 8 - 15 the Border Service of KGB of South Ossetia was considering the cases against six people, four of whom were detained for violation of the border regime in the frontier zone of the state border and two persons -for violation of the state border regime.
As IA "Res" has been informed at the press service of the KGB of the Republic, "there are five citizens of South Ossetia and one citizen of Georgia among the detainees."
The cases of five citizens of South Ossetia will soon be considered in court.
"A citizen of Georgia, a resident of the village of Takhtidziri, Kareli district Gabuev Dmitry is currently under investigation ", -said the press –service official.
He has added that the detained citizens of Georgia Giorgi Dedanashvili and Alexander Elizarov, subjected to administrative penalty, were fined 2000 rubles. Now the question of their expulsion from the territory of South Ossetia is under consideration.

David Sanakoev met with the head of the Red Cross in South Ossetia

November 15, Minister of Foreign Affairs of the Republic of South Ossetia David Sanakoev received the head of the International Committee of the Red Cross in South Ossetia Valentina Kim.
At the meeting were discussed issues relating to the activities of the Red Cross on the territory of South Ossetia in recent months. In particular, was raised the issue of the previous day's tripartite meetings to search for the missing persons. The sides exchanged views on a number of issues of
mutual interest.

Questions of the districts gasification were discussed at a meeting of the Government of South Ossetia

The South Ossetian government discussed the issues of the districts gasification. As reported by the press service of the President and the government of South Ossetia, the meeting was chaired by the Prime Minister Rostislav Khugaev. The discussion was also attended by First Deputy Prime Minister Domenty Kulumbegov, Deputy Prime Minister Guram Melkoev, Minister of Construction Edward Dzagoev, Minister of Economic Development Zalina Khugati, as well as heads of the districts.
Prime Rostislav Khugaev noted the need for speedy completion of the general scheme of gas supply in order to include the design estimates order for the construction of gas distribution networks in the investment program to promote socio- economic development of South Ossetia for 2014.
Deputy General Director of LLC "Gazprom South Ossetia" Vadim Shadyan told the meeting about the performance of the contract for the development of the general scheme. According to him, the company "Gazprom promgaz" by the end of this year has committed to complete the development of the scheme, which is necessary for further work on the construction documents.
The meeting discussed a list of the settlements to be gasified.
Minister of Construction Dzagoev suggested bringing the gas main to district centers and villages, located near the main lines.

In South Ossetia has been approved the list of facilities under construction

At a meeting of the government of the Republic of South Ossetia, held under the chairmanship of Prime Minister of the Republic Rostislav Khugaev, has been approved a list of facilities under construction .
A report on the matter was made by Minister of Construction, Architecture and Housing of the Republic Edward Dzagoev.
"The list of these facilities has mostly been made on the basis of the list of facilities under construction, submitted in due time by the State Committee for the Implementation of Restoration Projects of South Ossetia - said Dzagoev.

General Prosecutor's Offices of South Ossetia and Russia signed a joint action program

At the General Prosecutor's Office of the Russian Federation was held a meeting of Prosecutors General of South Ossetia and Russia Merab Chigoev and Yuri Chaika.
The meeting was also attended by senior officials of the General Prosecutor of the Russian Federation and South Ossetia. Prosecutor General of the Republic of South Ossetia was accompanied by First Deputy Prosecutor General of the RSO Sergei Bitiev and the head of the Department for International Legal Cooperation V. Valiev.
The meeting was also attended by Ambassador Extraordinary and Plenipotentiary of the Republic of South Ossetia in the Russian Federation Dmitry Medoev.
Welcoming the guests, Yuri Chaika has noted that Russia and South Ossetia have friendly relationship, he has underlined historic importance of the recognition of independence of South Ossetia by the Russian Federation, noting that the foundation for the bilateral relations was laid on September 17, 2008 by signing the Agreement on friendship and cooperation between the two countries.
Yuri Chaika thanked Merab Chigoev for maintaining close working relations with the competent law enforcement authorities of the two countries and to development the Agreement signed between the two agencies, advocated the need for further expansion of bilateral cooperation.
The parties signed a program of cooperation between the General Prosecutor of the Russian Federation and the General Prosecutor of the Republic of South Ossetia for 2013 - 2014. This document is aimed at enhancing and improving interagency cooperation in combating transnational crime.
In conclusion, the Russian Prosecutor General assured the South Ossetian colleagues in deepening and expansion of the Russian-South Ossetian relations.
In turn, Merab Chigoev thanked Yuri Chaika for the warm welcome, constructive cooperation and assistance to the Prosecutor's Office of South Ossetia. He also noted the role of Russia in recognizing the independence of South Ossetia as well as the assistance provided by the Russian government.
The parties also discussed the current issues related to the provision of law enforcement interaction in the two countries.

International recognition of South Ossetia and Abkhazia is a matter of time - the deputy of the State Duma of the Russian Federation

The governments of Italy and San Marino should respond to the appeals of South Ossetia and Abkhazia on the recognition of the independence and satisfy them. This was stated by Secretary of the Communist Party Central Committee, the State Duma deputy Kazbek Taysaev.
According to him, the events of August 2008 in South Ossetia gave its people the right to self-determination.
"In the military battles and serious trials the same right also acquired the people of Abkhazia. Having survived in the terrible war, today people have to struggle for the international recognition. This struggle in something is akin to a military operation. Indeed, the United States, which dictates its policy in the Caucasus, is not willing this recognition, to see the peoples of South Ossetia and Abkhazia free and independent, making everything possible not to let the Ossetians and Abkhazians live in peace and tranquility, "- said Taysaev.
The overseas technologists are confronting the nations, living in the fraternity for centuries.
"With suspicious servility the U.S. example is followed by other countries with bourgeois, predatory nature. They do not want to notice South Ossetia and Abkhazia, though it`s impossible not to notice these republics. There are also undecided states which do not know whether to believe the Western media information, or the Russian. Perhaps they forgot that the aggression of 2008 had been fueled from abroad financially and technically. On the ruins of Tskhinval were found the bodies of African Americans - instructors of the inhuman armada of executioners-saakashists, "- stressed Taysaev.
The MP believes that despite all the difficulties, the international recognition of the new states of South Ossetia and Abkhazia is a matter of time.
"We will make joint efforts the two young states to receive the recognition of their sovereignty," - assured the MP.
According to him, the Governments of Italy and San Marino have to respond to requests and satisfy them.
"Historical right to self-determination up to the formation of an independent state cost hundreds of maimed and innocent lives, years of struggle for the rights and freedom. Approximately the same was the fighting of the once unrecognized Soviet Russia for its status in the international community. But the storms and trials only strengthened it, making it the world's engine of science, morality and socialism", - concluded Kazbek Taysaev.
