The path to normalization of relations between South Ossetia and Georgia is through the Geneva process - Presidential Envoy of the RSO

The decision of the European Parliament on the ratification of the Association Agreement EU - Georgia, adopted on December 18 gave a new impetus to the Georgian authorities and their Western backers to continue unfounded accusations against the cooperation of Russia, South Ossetia and Abkhazia.
According to the Georgian media, the President of Georgia Giorgi Margvelashvili "decided to start with new ways of solving the Georgian-Abkhaz and Georgian-Ossetian conflicts." December 19, he met with representatives of non-parliamentary parties, in order to "create a single coherent vision that Georgia can offer to the population of the occupied territories in today`s Western orientation."
The correspondent of IA "Res" asked the Presidential Plenipotentiary Envoy of the RSO for post-conflict settlement Murat Dzhioev to comment the current situation.
- First of all, I would like to note that the EU and the West in general, with respect to Georgia remain the prisoners of their old illusions and mistakes. At one time, recognizing Georgia as an independent state within the borders of the former Georgian Soviet Socialist Republic, part of the Soviet Union, the West did not take into account that by the time Georgia was no longer within these boundaries. The Republic of South Ossetia has gained independence in 1990, in full accordance with international law and the then acting laws of the USSR and has no relationship to the "territorial integrity" of Georgia, adopted by the international community in 1993, exactly as Georgia has no relationship to the territory of the Republic of South Ossetia. Therefore, any assertion that Russia "continues to occupy the regions of Abkhazia and South Ossetia" is completely wrong statement, because Russia's relations with the recognized states -the Republic of South Ossetia and Abkhazia are allied, based on a solid international legal basis. So, following the terminology used in the resolution of the European Parliament, I declare that we condemn the unlawful Western support of the completely unfounded claims of Georgia to South Ossetia.
As for the Georgian authorities to search for new ways to address the issue of settlement of relations between Georgia and South Ossetia, it is a good deal if it will come from taking into account the existing realities, that is, if Georgia really wants to establish good neighborly relations. If we are talking about the development of proposals in the sense of "settlement of the Georgian-Ossetian conflict" "in a Western orientation," this lesson has passed long ago. Such attempts many times declared Saakashvili holding meetings either in Tbilisi, or on the beach in Kobuleti, offering the NGOs to develop draft settlement, but it was all an illusion. On the settlement of the Georgian-Ossetian conflict there were talks till August 2008. After the Georgian military aggression in August 2008 was repelled and Russia and then the other states recognized the independence of South Ossetia, we are talking not about the Georgian-Ossetian conflict but about the settlement of relations between the two neighboring countries. This solution can only be based on the existing realities, but not from the historical standpoint or ambitions of Georgia. Normalization of relations should be in the interests of the peoples of both countries, the peace in the region as a whole. Today the path to it is through the Geneva process.

South Ossetia took part in the scientific-educational program "Dialogue in the name of the future -2014"

The representative of the Ministry of Foreign Affairs of South Ossetia Madina Valieva took part in the scientific-educational program "Dialogue in the name of the future -2014", held in Moscow. According to Valieva, the forum was attended by representatives of the CIS countries, South Ossetia, Abkhazia, Georgia, South and East Asia, India, the Baltic States, Central and Eastern Europe.
"For South Ossetia in the current situation, it is important an international platform, where in direct contact with representatives of different countries there is an opportunity to declare openly about the country, its interests and real situation," said Valieva.
According to her, the participants of the Dialogue with interest perceived the information about South Ossetia. She has expressed the hope that the young professionals of the Republic will take a more active part in international forums. Valieva has noted that in the framework of the scientific-educational programs the participants were provided with a rich program.
" We had a meeting with the Minister of Foreign Affairs of Russia Sergey Lavrov. I asked him about the Treaty to be signed between Russia and South Ossetia; in particular, whether the upcoming agreement will be integrative to South Ossetia or there will remain a possibility for integration in the Eurasian space, as an observer, and, perhaps, even a full member. The Minister has answered that the Treaty will not bring any qualitative changes in the relationships, as well as in the treaties signed between our countries," she said.
The project is organized by the Gorchakov Fund. "Dialogue in the name of the future" is a key project of the Gorchakov Fund, held annually since 2011, dedicated to the foreign policy activities of Russia, its priorities and trends. The aim of the project is the formation of a platform for exchange of views with representatives of the CIS and Baltic countries, to discuss topical international problems through public diplomacy, information about the Russian position on topical issues of the global agenda, as well as the formation of an objective image of Russia in these states. The project is aimed at young scientists, specialists in the field of international relations, employees of research institutes, representatives of state structures and civil society.

Leonid Tibilov: Normalization of relations between South Ossetia and Georgia is only possible on an equitable basis

Normalization of relations between South Ossetia and Georgia is only possible as between the independent neighbouring states on an equitable basis, stated the President of South Ossetia Leonid Tibilov, commenting on the words of President Vladimir Putin, during the today`s annual press conference, that Tbilisi must make direct contact and political dialogue with South Ossetia and Abkhazia.
"The Georgian-Ossetian conflict, which lasted since the late 80-ies of the last century, was completed in August 2008, when Georgia unleashed the war against South Ossetia. The Russian Federation helped the people of South Ossetia to repel the aggressor, and then recognized the independence of South Ossetia. Since then the normalization of relations is only possible as between the neighboring countries on an equitable basis," said Leonid Tibilov.
He has noted that Vladimir Putin has rightly pointed to the need for direct dialogue.
"Russia for many years has been doing everything to maintain peace in the South Caucasus and to prevent the recurrence of the genocide of Ossetians, committed by Georgia in 1920. Georgia has chosen a different path. A direct consequence of this choice is the change of realities, and Georgia should consider these realities. South Ossetia is the independent state, and Georgia must realize this fact," said the head of state.
According to Leonid Tibilov, first of all Georgia must once and for all refuse even thinking about a new aggression against South Ossetia, admitting guilt for the genocide against Ossetians and signing a legally binding document on the non-use of force.
"The second step should be the recognition of the statehood of South Ossetia. These simple steps will open the way to the dialogue. However, Georgia in every way evades the question of security guarantees and actually sabotages the Geneva international discussions. Between common sense and ideals of Gamsakhurdia and Saakashvili Georgia makes choices not in favor of common sense," concluded the President.

December 18 in Moscow will be held a regular meeting of the Commission for co-operation of the Parliament of South Ossetia and the Federation Council of the Federal Assembly of the Russian Federation. According to the information of the press service of the legislative authority, the delegation, headed by the Parliament Speaker Anatoly Bibilov, has also included the head of the Committee on Foreign Affairs and Inter-parliamentary Relations, the Chairman of the South Ossetian part of the Commission Igor Kochiev, the Chairman of the Committee on National Policy and Culture, Education, Science, Religion and Media Yuri Gabaraev.
"During the work of the Commission is expected to discuss the possibility of signing the Agreement between South Ossetia and Russia to settle the issues of dual citizenship. The parliamentarians will also consider a draft law of the RSO "On the basis of the state national policy of the Republic of South Ossetia".
The Commission for Co-operation of the Parliament of South Ossetia and the Federation Council of the Federal Assembly of the Russian Federation was established in 2008 on the basis of the Agreement between the Federation Council and the Parliament of South Ossetia on inter-parliamentary cooperation. The Commission has been constantly providing advisory and expert assistance to the RSO Parliament in its legislative activity.
The Co-Chairman of the Commission is appointed the Russian senator Alexander Totoonov.
