South Ossetian part of the Intergovernmental Commission on socio- economic cooperation between Russia and South Ossetia has to draw up a plan of the activities for the coming year by February 1, 2013. This was said by Minister for Economic Development Zalina Khugati at the enlarged meeting of President Leonid Tibilov with the heads of ministries and agencies.
According to the Minister, such agreement was reached at the sixth meeting of the Intergovernmental Commission, held in Moscow on November 28.
At the meeting was also adopted a number of important mutually beneficial decisions, following which South Ossetia would continue to cooperate with the Russian side.
"The system of relations between the Russian and South Ossetian side is becoming transparent. Because it removes a lot of questions - how much money will be allocated in 2013, on what will be expended the money, and so the social tension associated with these issues will be relieved ", - said the minister.
Khugati has also reported that the most important decision adopted at the meeting of the Intergovernmental Commission is a new system of financial planning.
"This means that the activities will be included in the investment program only after the generation of strategy for socio-economic development to 2030. The Investment program will be formed in accordance with the developed strategy. We can say that without the program and strategy our future plans will be not systemic. Therefore, our primary goal is to develop a strategy and a medium-term program for socio- economic development of South Ossetia to 2017 ", - explained the minister.
She appealed to the heads of all agencies to approach to this task with all responsibility and to respond to the requests and orders of the Intergovernmental Commission efficiently.
No less important result was reached at the meeting of the Intergovernmental Commission - a change of system of preparation of documentation for the activities in 2013.
"What will we have in 2013? First of all, will be implemented the activities approved by the investment program for 2012-2013. The Russian side has repeatedly pointed that the amount of financing is unlimited and its concrete sum for 2013 is not fixed. The only requirement is to justify all our activities by the construction documents by February 1, 2013. Our task is by February to provide a list of events, confirmed by the construction documents,"- underlined the minister.
Zalina Khugati focused on the need to present in time the plans of the actions that they would like to implement in the coming year and prepare all the necessary documentation.
She also noted that the generation of strategy for socio-economic development of the Republic to 2030 would not be unilateral; representatives of the relevant parliamentary committees would take an active part in this process. According to her, it will help to avoid disagreements in the final stage.
Prime Minister Rostik Khugaev, in turn, has said that 450 million rubles was built into the budget for the design work in 2013 and about one billion - in 2014-2016.
