The draft Concept of socio-economic development of South Ossetia to 2030 was approved by the Cabinet at a government meeting held yesterday in Tskhinval under the chairmanship of President Leonid Tibilov. The issue for discussion was brought up by Minister for Economic Development of South Ossetia Zalina Khugati. She has noted that almost all ministries and agencies of the Republic were working on this document.

"The data presented by our structures, were compiled and processed at a professional level at the Centre for Strategic Research "Region". All suggestions and comments have been included in this single document, which will expect some more adjustments. The draft will be submitted to the Ministry of Regional Development of Russia ", - said Khugati.
She has added that a long-term program of development of the Republic will be based on this concept.
"This draft concept allows focusing on the development of our industries.
The concept contains the description of the current state of the Republic, a general characteristic of our socio-economic development and definition of all the key problems, which are currently facing South Ossetia, as well as the priority steps we should follow to achieve our goals, "- underlined the Minister .
She stressed that representatives of the Parliament of South Ossetia had also been actively working on drafting of the concept.
Khugati has added that along with drawing up of the medium-term and long-term development strategy, are being prepared the sectoral development programs of the RSO.
"The investment program of the development of the Republic will be based on the results of the branch agencies. It will include a list of activities to be implemented in 2014-2016 ", - she said.
Deputy Prime Minister Guram Melkoev drew attention to the lack of key points in the Concept, the forecasts for certain times.
"It would be nice if the Concept contained the revenues in the Republic in five or ten years: how many jobs will be created, what would be the trade, industrial production, and so on," - said Melkoev.
Minister of Economy, in this regard, said that such projections would be described out in detail in the mid-term and long-term development programs of the RSO.
Culture Minister Makharbeg Kokoev suggested more attention to the development of tourism in the Republic of South Ossetia.
Head of the Presidential Administration Boris Chochiev noted the need to define clearly the phased development of various spheres of the Republic.
The head of state noted that a great work had been done on drafting the concept, and expressed his hope that following this document, the Republic would get an effective program of sustainable development.
Following the discussion, a draft concept was unanimously approved by members of the government.
On the agenda was also put a question of defining the customer and transferring the facility "Water intake" to the settlement of Leningor. Head of Government Anatoly Barankevich said that the customer of this object was the State Committee for Rehabilitation of the RSO.
"The facility is fully constructed and currently are being taken measures to launch the water intake, as well as to turn it over to the Committee of State Property," - said Barankevich.
This issue was also unanimously approved by members of the government.
At the meeting were also discussed some issues of implementation of the investment program to promote socio-economic development of the Republic of South Ossetia in 2012-2013.
In particular, President Leonid Tibilov has noted that in some items of the protocol there is some discrepancy between certain resolutions adopted at the meeting of the Intergovernmental Commission.
"At a meeting held on December 24, 2012 was approved a proposal of the South Ossetian side of the Intergovernmental Commission on allocation of funds in the amount of 447 million rubles out of 750 million, provided by the investment program for construction of the road-Dmenis Leningor, sector Biquar- Leningor. The government made a decision to reallocate temporarily the above amount,"- said the president.
According to the President, such reallocation contradicts to item 1.4 of the protocol of the intergovernmental commission on November 28.
"Therefore, I consider, that the order, signed December 24, should be canceled," - said the head of state.
This question was also approved by the Government of the Republic.
