Presidium of the South Ossetian Parliament decided to establish a commission to elaborate an instrument of political and legal assessment of the actions of Georgia against South Ossetia in August 2008. The issue for discussion was brought up today at the meeting of the Presidium by Deputy Speaker, a Chairman of the Committee on Foreign Affairs and Inter-parliamentary Relations Yuri Dzitstsoity.
He has informed the members of the presidium that February 14, 2013 the Parliament received a letter from the President of the Republic, which stated that "the armed aggression of Georgia against South Ossetia had caused the circumstances requiring the relevant legal regulations in different fields - from the interstate to civil property disputes."
In order to further legal reasoning of the actions of South Ossetia on building the policy of interstate relations, including with Georgia, the President proposed to the parliament to give political and legal assessment of the actions of Georgia against South Ossetia in August 2008.
In addition, in terms of law-making the parliament was required to develop projects and acts to regulate the consequences of the Georgian aggression and the policy strategy of South Ossetia towards Georgia.
Dzitstsoity recalled that the previous convocation Parliament in 2006 hadconsidered the similar events, particularly had been given the political and legal assessment of the events of 1920, as well as of 1989-1992.
"In both cases, the Parliament determined the actions as genocide. Was gathered a wealth of factual material that was sent to North Ossetia and to the State Duma. Based on this, the legislative bodies of North Ossetia and Russia received letters with a request to recognize the genocide of South Ossetians, "- said the deputy speaker.
North Ossetian parliament responded, and the Russian leadership has repeatedly made the oral statements on the genocide of South Ossetians, and actually acknowledged the resolutions of the Parliament of South Ossetia.
"However, the aggression did not end, and in 2008 there was another attempt - do not want to anticipate the decision of the parliament and assess these events - the genocide of the South Ossetians. The earlier attempt took place in 2004, "- emphasized Dzitstsoity.
He has stressed that the time has come when, without giving vent to emotions, we can evaluate the events of 2004 and 2008.
MPs have also supported the proposal to elaborate a law against the Georgian fascism and extremism.
"If we do not elaborate and do not pass this law, we will always have to repulse their attacks. But giving political and legal assessment and having passed the law, we can each time respond to any attack"- said Dzitstsoity.
He has also noted that Georgia is trying to replace the officially recognized name of the Republic of South Ossetia, calling it "Samachablo" or "Tskhinvali region".
"Even the fact that the name of our Republic is tabooed means that Georgia has been also committing the genocide in the political arena, without shooting people, but just delete them from the modern political space. This has also the elements of genocide of South Ossetians,"- said Dzitstsoity.
During the discussion was also decided at the forthcoming session of the Parliament to approve the commission for giving political and legal assessment of the actions of Georgia against South Ossetia in August 2008.
