The report of South Ossetian delegation on the outcome of the 32nd round of international discussions on security in Transcaucasia

June 30 - July 1, 2015 In Geneva was held the 32nd round of international discussions on security in Transcaucasia, attended by delegations of the Republic of South Ossetia, the Republic of Abkhazia, Georgia, the Russian Federation, the United States, as well as the EU, UN and OSCE representatives. South Ossetian delegation was headed by Presidential Envoy for post-conflict settlement Murat Dzhioev.
Two working groups were discussing humanitarian and security issues. The working group on security, in accordance with the Medvedev-Sarkozy agreement, focused on the non-use of force by Georgia against South Ossetia and Abkhazia, as well as to ensure security and stability in the region.
The South Ossetian delegation reiterated its call for revitalization of the work on a legally binding bilateral agreement on the non-use of force, which would have solid international guarantees.
There was continued the expert work on harmonization of the text of the joint statement on the commitment to the principle of non-use of force.
South Ossetian participants have rejected the attempts of the Georgian delegation to link the discussion of security issues in the region with South Ossetian-Russian bilateral relations, stressing that the South Ossetian-Russian relations are developing exclusively on the basis of international law and fully comply with the interests of security and peace in the region.
Discussing the issues of stability and security in the area of the South Ossetian-Georgian border, the participants noted the lack of serious incidents and the relative stability of the situation.
At the same time it was considered the destabilizing course of activities of the Georgian side to damage the South Ossetian border signs, intentional violation of the state border, buildup of informational tension around the boundary issue and points of intersection.
South Ossetian representatives reiterated the proposal of the authorities of South Ossetia to begin a bilateral joint work on delimitation and demarcation of the state border between South Ossetia and Georgia.
The panelists noted the usefulness and feasibility of continuing of the Mechanism for preventing and responding to incidents in the area of South Ossetian-Georgian border, acting in the framework of the Geneva discussions.
The representatives of South Ossetia and Abkhazia have expressed great concern for stability and security in the region in relation to new steps of integration of Georgia with NATO military bloc and the creation of the NATO infrastructure on the territory of Georgia.
The rapprochement between Georgia and NATO cannot but cause concern on the background of persistent refusal by the Georgian authorities to sign with South Ossetia and Abkhazia the documents on non-use of force and the persistent claims of Georgia to the territory of sovereign states - the republics of South Ossetia and Abkhazia.
Absolutely destructive, biased and tendentious move was regarded the report on "violation" of human rights in Abkhazia and South Ossetia, submitted by Georgia to the OSCE. It is obvious, this political provocation was planned in order to distort the two countries, trying to achieve their international isolation.
Due to the fact that Georgia has once again railroaded through the UN General Assembly a resolution on refugees, South Ossetian and Abkhaz participants in the Geneva discussions considered it impossible to participate in the discussion of this issue in Geneva.
In the joint statement released by the South Ossetian and Abkhaz participants have noted that the resumption of the discussion of the refugee problem will be possible in case of refusal of Georgia from the artificial politicization of this issue.
South Ossetian and Abkhaz participants pointed to the absolute unacceptability of acts of Georgia and its European partners to take all measures in order to prevent the participation of football teams of South Ossetia and Abkhazia in the European Championship ConIFA in Hungary.
It has taken a thorough discussion of humanitarian issues, in particular, to address the issue of the missing persons and residents of South Ossetia illegally convicted in Georgia.
The South Ossetian delegation reiterated the proposal of the President Leonid Tibilov to consider the question of mutual release of the convicted citizens of South Ossetia and Georgia, and received assurances that the Georgian authorities would react responsibly to clarify the fate of the missing persons.
South Ossetian participants again raised the question of the return of cultural treasures by Georgia. They presented materials on the unique icon-triptych, stolen from the South Ossetia museum and now being in Georgia.
At the end of the round were briefly summed up its results.
The next meeting in Geneva is scheduled for October 2015.

Joint statement by the delegations of Abkhazia and South Ossetia at the Geneva discussions on security and stability in Transcaucasia

For several, the UN General Assembly adopts the draft resolution introduced by Georgia on refugees and displaced persons from Abkhazia and South Ossetia.
Repeating each year the text of the document, Georgia is trying to impose on the world community one-sided, politicized and distorted vision of the refugee problem, in order to reinforce its illegitimate territorial claims.
The UNGA draft resolution on refugees and displaced persons tabled in June 2015 by Georgia, the text of which does not differ from the earlier adopted resolutions of the UN General Assembly, refers to the confirmation of the right of all displaced persons and refugees and their descendants to return "to their homes throughout Georgia including Abkhazia and South Ossetia."

The text of the resolution imposed to the international community passes over in silence that the appearance of these refugees and displaced persons is directly connected with the war unleashed by Georgia against South Ossetia and Abkhazia. There is not also mentioned, that of more than one hundred thousand Ossetians fleeing from ethnic cleansing on the Georgian territory and found refuge in South Ossetia and the Russian Federation, only few managed to return home.

The text of the resolution is silent, that the governments of South Ossetia and Abkhazia on their own initiative returned to their homes tens of thousands of Georgian refugees. The text of the resolution submitted by Georgia does not take into account the existing political realities, in particular, the fact that South Ossetia and Abkhazia are independent states, but also demonstrates that Georgia is not going to find a solution of complex humanitarian issues.

It is obvious that the resolution railroading by Georgia from year to year, cannot improve the situation on refugees from Georgia, South Ossetia and Abkhazia, and also adversely affects the course of the Geneva discussions, which remain the only platform where representatives of South Ossetia, Abkhazia and Georgia have the opportunity to discuss a wide range of existing problems, including the problem of refugees and displaced persons.

The main key to the solution of the refugee problem is not diplomatic tricks and resolutions designed for propaganda effect, but non-confrontation and the signing of a legally binding agreement on non- use of force, and ultimately - the peace treaty between Georgia Abkhazia and South Ossetia.

Politicization of the refugee problem by Georgia undermines the work to discuss this issue in the framework of the Geneva talks. As Georgia prefers to discuss issues related to the situation of refugees and displaced persons in such an authoritative international body like the UN General Assembly, South Ossetia and Abkhazia insist on their right to participate in the discussion of this issue in the United Nations. As long as are continued political games around the refugee problem behind Abkhazia and South Ossetia, there will be not meaning to discuss this issue within the framework of the Geneva talks.

The first session of the Commission on commemoration of the genocide committed against the South Ossetians by Georgian Democratic Republic in 1920.
The Meeting was chaired by Deputy Prime Minister, the Chairman of the Commission Eric Pukhaev.
The Commission is established to consider and make decisions on commemoration of the genocide committed by Georgia against South Ossetians in 1920.
The relevant Executive Order was signed by President Leonid Tibilov on June 17, 2015 The commission is composed of prominent scientists - historians, lawyers, artists, representatives of the executive and legislative branches of the government.
The Commission is assigned to make decisions on commemorating of the genocide. According to the RSO Presidential Plenipotentiary Envoy for post-conflict settlement Murat Dzhioev, the main objective of the Commission is to bring to the international community the information, the historical truth about the genocide committed against Ossetians in 1920 and achieve the genocide to be condemned by the international community.
Eric Pukhaev offered the participants of the meeting to familiarize with the draft Regulations of the Commission on commemoration of the genocide, according to which will be carried out all subsequent activities. During the meeting was established a working group, which will accumulate all incoming information on the genocide and then, according to the general plan, in the prescribed manner will develop proposals for specific projects.

Leonid Tibilov: Improving living and social conditions of the local population is one of the main tasks of the Republican leadership

June 18, South Ossetian President Leonid Tibilov and Deputy Secretary of the Security Council of the Russian Federation Rashid Nurgaliev, who is in the Republic on a working visit, toured the districts of the Republic.
As reported to IA "Res" by Presidential press Secretary Ghana Yanovskaya, the Head of state and the bguests were accompanied by Secretary of the Security Council of South Ossetia Anatoly Pliev, Deputy Minister of Construction, Architecture and Housing of South Ossetia Zalina Tskhovrebova, the Chairman of the Committee for construction and exploitation of motor roads of South Ossetia Eduard Guzitaev and other officials.
Leonid Tibilov and Rashid Nurgaliev visited the villages Sinagur and Tedelet in Dzau district, talking to local population, reviewed the pace of construction of houses being built under the program of resettlement of border regions of South Ossetia.
During the conversation with the local population, the President of South Ossetia Leonid Tibilov and Deputy Secretary of Security Council of the Russian Federation Rashid Nurgaliev have noted that it should be paid serious attention to the border settlements of the Republic.
"Improvement of living and social conditions of the local population is one of the main tasks of the Republican leadership. It is important to revive the villages to hear children's laughter in schools, and the local population must increase, "- said the head of state.
Rashid Nurgaliyev, in turn, has stressed that the current cross-border development program just covers the villages, which are in dire need of schools, kindergartens, and transport accessibility.
"Today we have come here with the president, just to see how the program is being implemented, to see, what can be done for your area, "- said Nurgaliyev.
During the conversation with the locals there were a lot of social issues, including: transportation services, food supply area, and much more. The owners of houses under construction expressed their deep gratitude.
It was particularly touching how the schoolchildren expressed gratitude for the homes built, they sang the national anthem of the Russian Federation, and read their own poems.
The president has promised the children that he will do everything possible to delight and inspire the younger generation.
"For me, our children, who are the future of our Republic, are always in the first place. And when you see what talents are hidden in the mountains, you realize just how rich is our country, how boundless are its possibilities, "- said the head of state.
During his visit, the head of state and the guests inspected the progress of road construction Sinagur-Karzman, having examined the most difficult sections. Leonid Tibilov and Rashid Nurgaliyev have listened to the proposals of the builders, as well as to the report of the Chairman of the Committee for construction and exploitation of motor roads of South Ossetia Eduard Guzitaev.

South Ossetian President Leonid Tibilov signed an Executive Order to establish the commission on commemoration of the genocide committed against the South Ossetians by Georgian Democratic Republic in 1920.
As reported to IA "Res" by Presidential press Secretary Ghana Yanovskaya,
"taking into account the importance of commemoration of the genocide in 1920 for the historical memory of the people of South Ossetia, the importance of informing the international community and the need to recognize the historical responsibility for the crimes committed against South Ossetians and in accordance with the paragraph 1 of Article 52 of the Constitution of the Republic of South Ossetia, the President of South Ossetia Leonid Tibilov signed an Executive Order to establish the Commission on commemorating of the genocide committed against the South Ossetians by Georgian Democratic Republic in 1920."
According to Yanovskaya, by August 1, 2015 the Committee, composed of representatives of the government and scientific intelligentsia of South Ossetia, must develop the Regulations of the Commission and an action plan to commemorate the genocide committed against the South Ossetians by Georgian Democratic Republic in 1920.

Georgia is not aimed at a serious negotiation process to ensure security and stability in the region - South Ossetian Presidential Envoy

June 3, 2015 the UN General Assembly once again adopted a resolution on refugees and displaced persons of Georgia, Abkhazia and South Ossetia introduced by Georgia annually.
Though the majority of UN member states have not supported the resolution and the number of its opponents increase, the Georgian authorities put it to a vote every year since 2009.
Correspondent of the news agency "Res" has addressed to the Presidential Plenipotentiary Envoy of the Republic of South Ossetia for post-conflict settlement Murat Dzhioev to comment on the resolution.
The attitude of South Ossetia to the resolution has already been reflected in the Statement .by the Ministry of Foreign Affairs of the Republic of South Ossetia June 4.
Since 2009 the Georgian authorities annually introduce the resolution to the UN General Assembly, while pursuing primarily political goal - to emphasize in the document, that South Ossetia and Abkhazia are parts of Georgia. In other words, at the level of the UN resolution the Georgian authorities and their patrons want to remind of a non-existent notorious "territorial integrity of Georgia." But it is quite far from reality - South Ossetia has never been part of the state called Georgia.
The aim of the Georgian authorities is to achieve propaganda effect, the number of countries voting "for", but not the solution, although the blind can see, how and who provides this number.
No one denies the urgency of solving the issue of refugees as a result of aggression of Georgia against South Ossetia and Abkhazia, but not only Georgians. However, the issue should be solved not by declarations, but in accordance with international law and taking into account the existing realities.
It is regrettable that in the document adopted by the UN humanitarian subject is used for the benefit of the political situation. If it were not so, then the consideration of the problems of refugees in the UN or any other organization, would make sense only with the participation of the South Ossetian and Abkhaz parties, which have repeatedly expressed their willingness to bring their vision of solving the refugee problem to the participants of the General Assembly of the United Nations. However, the Georgian authorities and their Western patrons do not want real solution to the refugee problem, as well as the normalization of relations between Georgia and South Ossetia, Georgia and Abkhazia.
Stubborn unwillingness of Georgia to recognize the existing realities prevailing in the region,, to conclude a legally binding agreements with South Ossetia and Abkhazia on the non-use of force which would have firm international guarantees, is the evidence that Georgia is not aimed at a serious negotiation process to ensure security and stability in the region. Without this, all talks of the refugees are nothing more than demagoguery.
At the same time, the UN resolution, which introduces nothing concrete to the practical and positive solution to this problem, promotes only one thing- making meaningless and impossible to discuss this important humanitarian issue at the Geneva discussions on security in Transcaucasia, attended by South Ossetia, Abkhazia and Georgia. Since 2009, when Georgia began submitting the resolutions to the UN General Assembly, this issue is not discussed in Geneva.
So, by the efforts of Georgia and its patrons the real solution of refugee problem is transferred into the sphere of political games and demagoguery.
In my opinion, against the background of unconstructive role of the resolution it is cynical to call for activation of the Geneva process.

May 28 in the Office of the Presidential Plenipotentiary Envoy of the Republic of South Ossetia for post-conflict settlement M. Dzhioev was held a meeting with representatives of the Russian Foreign Ministry, members of the Russian delegation at the Geneva discussions on security in Transcaucasia A. Dvinyaninov, N. Zhukov and M. Kulakhmetov.
During the meeting was discussed the situation at the state border of South Ossetia with Georgia, including in Leningor district, progress and prospects of the work of the Geneva format of negotiations.
Both sides stressed that a speedy settlement of the problems associated with delimitation and the demarcation line would meet the interests of the local population.
It was noted paramount importance of a bilateral legally binding agreement on the non-use of force between the Republic of South Ossetia and Georgia to maintain lasting security in the region. This problem becomes even more relevant against the backdrop of a close military cooperation between Georgia and NATO and individual NATO members, which threatens the regional stability. In connection with the voting at a session of the UN General Assembly on the next politicized Georgian draft resolution on refugees, which is scheduled to be held in early June, the meeting participants have stressed its destructive orientation, that prevents meaningful work on humanitarian issues in Geneva.
Russian-South Ossetian consultations confirmed the close allied relations between the two countries and the desire to continue coordinating joint efforts in the international arena.

People of South Ossetia shed blood to attain the independence - the deputy of four convocations

The Act of Declaration of the Independence of South Ossetia is one of the most important and significant decisions of the Supreme Council of the Republic, said the deputy of four convocations of the Parliament of South Ossetia Tarzan Kokoity in his interview with the news agency "Res".

"The decision was very important in recognizing the statehood and independence of South Ossetia, said Kokoity.
In 1990, people of South Ossetia and the Council of People's Deputies of the then South Ossetian Autonomous Region proclaimed the South Ossetian Soviet Democratic Republic as a part of a unified Soviet Union. But as we know in late 1991, early 1992 the Soviet Union collapsed.
Kokoity has noted that South Ossetia was left alone with the external long-standing enemy.
"In this situation it was necessary to take some measures - continued Kokoity. - In January 1992, we conducted on the territory of South Ossetia a nationwide referendum on the independence of the Republic of South Ossetia ".

Kokoity has reminded that in the referendum voted 76% of the population of South Ossetia, of which 99% voted for an independent state.
"On this basis, May 29, 1992 the Supreme Council of the Republic of South Ossetia adopted the Act of Declaration of the Independence of South Ossetia - Kokoity added. - Subsequently, no any state has recognized our Republic, but we, observing the Constitution, taking into account the outcome of the referendum, have not changed our decision. "

Kokoity has stressed that the Georgian side tried hard to resolve the issues by force.
"After the adoption of the Act of Declaration of the Independence of South Ossetia, on June 1, the Georgian armed forces, the so-called National Guard invaded South Ossetia and began intensive bombardment of Tskhinval until July 14, 1992, when the Russian peacekeeping battalion entered the territory of the Republic South Ossetia,"- said Kokoity.

"There was not a single day without victims, many people were killed then, - Kokoity said.
People of South Ossetia shed blood to attain the independence and we must preserve the independence for our future generations to live in our prosperous country. "
