On the 8-th of April an assault upon the russian frontier-guards took place in Galskiy region of Abkhazia, in the result of which perished a serviceman of FSS Russia lieutenant colonel Vasiliy Kvitko, two offenders – citizens of Georgia Lasha Sichinava and Malkhaz Kharchilava- have been killed by return fire. Russia and Abkhaziya confirm that the killed georgians were subversives of the special services of Georgia. Georgia again has quickly found the answer and confirms that one of the perished men, Sichinava, has been sentenced to 19 years in Georgia and was hiding out in Abkhazia, which, ostensibly, together with South Ossetia turned out to be the «black hole", where smuggling of nuclear stuff and slave trade take place.

On April 8 South-Ossetian people celebrate the day of adopting the main legal document in their life - Constitution of the Republic of South Ossetia. Ten years ago, they brought the Constitution in accordance with the actual of that period and confirmed their adherence to the development and strengthening of South-Ossetian statehood, continuation of democratic reforms.

The construction of elite, five-storey building in the centre of Tskhinval will be completed by this summer. This has been reported IA "Res" by the State Committee for realization of the projects of rehabilitation of the RSO. The construction of the multi-storied building on place of the completely burned one in the course of combat actions in August 2008 began in 2009.

The next meeting within the framework of Mechanisms on prevention and reaction on incidents has taken place at the Georgian settlement Dvani on the border of South Ossetia and Georgia. What the leader of the South-Ossetian delegation, the Deputy Plenipotentiary of the President of the RSO on questions of the postconflict settlement Merab Chigoev has reported IA "Res", there were ten questions on the agenda of the meeting.

The participants of the meeting in the size of the Mechanisms for prevention and reaction on the incidents (MPRI) at the ossetian-georgian boundary have accepted the offers of the South-Ossetian side, concerning the transferring the meeting of MPRI from .the Georgian village Ergneti to the village Dvani in Georgia. It has been reported by the leader of the South-Ossetian group within the framework of MPRI Merab Chigoev. According to his words, the meeting will take place in April 7, as it has been planned, but in the village Dvani.

Soon in South Ossetia the construction of the secondary school in Khetagurovo will start. As the Deputy Head of the Administration of Tskhinval region of the RSO Mair Guchmazov has reported IA "Res", next week the project of the building will be ready. Earlier it has been informed, that within the framework of the Investment program for assistance socio-economic development of South Ossetia in 2011, 50 million roubles have been allotted for construction of the school. "The North -Ossetian project institute has been completing its function.

The reconstructing works of the Parliament complex have started in Tskhinval. It has been reported IA "Res" by the Head of the Ministry of capital, road construction and architecture of the RSO Chermen Khugaev. He has noted that within the framework of the Investment program 300 million roubles have been allotted for reconstruction both of the Parliament and the Government buildings.

Tbilisi has liked to mention on any cause or without about its "hot love "for the ossetians and the abkhazians, from whom they ostensibly were separated by the «insidious russian invaders". It’s a real pleasure to read the rippling articles in the Georgian press about the «paradisiacal life" which will wait the ossetians and the abkhazians if they submit to the Georgian regime. In 2002 they formed 95 percent of the population of the land; their number was 113 thousand men.

The alumnus of the south-ossetian school of box Richard Bitiev has been included into the Russian national juvenile team of box and will leave for Kazakhstan to participate in the prestigious traditional international tournament amongst the athletes of 1995-1996 d.b. Two citizens of South Ossetia have been detained by the law-enforcement bodies of the Republic for illegal crossing of the boundary of South Ossetia and Georgia. It has been reported IA "Res" by the Press-service of the Committee of the State Security (CSS) of RSO. "The violators were detained on April 3. One of them has been detained in the settlement Tsinagar in Leningorskiy region of RSO, the second in the settlement Ziulet in Znaursky region of the RSO.
