Hasty decisions with adoption of a new Constitution of South Osseti and amendments introduced in the Constitution, are not always optimal, stated the Chairman of the RF State Duma for International relations Konstantin Kosachev who arrived in Tskhinval to participate in the Round-table “Development of Parliamentarianism – a successful development of statehood of the Republic of South Ossetia”. According to Kosachev, Russian MPs and experts were willing to offer to their South Ossetian colleagues with the Russian experience in constitutional development. “The essence of this experience in the fact that through a transitional period, when power institutions are just developing, hasty decisions in relation to adoption of a new Constitution, or amendments to it, are not always optimal.
It has been 20 years that the Constitution in Russia has not been changed. Russia in 2009 very much differs from Russia in 1993, when the current Constitution was adopted. Nevertheless, our Constitution served us at all stages of Russia’s development, being the core of it all and the one to help us through the challenges to build up our political system, to develop the economic system, to protect the rights and interests of citizens”, said Kosachev. He underlined that the “independence of South Ossetia is not a matter of last few months, it has been a historical choice made by the South Ossetian people decades ago.”
”South Ossetia has been developing on the basis of its own Constitution adopted in 2001 – as a Constitution of an independent state. Here, the corresponding state power institution are functioning, including, of course, the legislative branch. It is clear that the outside realities had changed and now South Ossetia is an internationally recognized state, and in this sense, certain changes are observed not in the constitutional basis but in the mode of certain power structures’ work”, underscored Kosachev. “A month ago the Parliamentary elections were held in South Ossetia. They were held in full accordance with highest standards and norms of international law, on the bases of the current Constitution. For the first time, the Parliament was elected according to proportionate system and is turning into a professional one. It means that much should be newly done. And it is vitally important to have exchange of experience and to help out South Ossetian colleagues from the very beginning in developing their statehood and synchronization of process in South Ossetia with those in Russia and in the world. So far, no one is able to judge how the South Ossetian state will be developing, but certainly, this state should be law-based, based on the Constitution – the symbol with which South Ossetia had achieved its independence”, underlined Kosachev. He expressed his belief that Russia’s relevant experience should be valuable for South Ossetia. “It is clear that revolution times had passed we should take a path of steady and well-thought development”, stated Kosachev.
