The Delegation of South Ossetia is leaving for a new round of Geneva Discussions on security and stability in South Caucasus. The head of the delegation, the Plenipotentiary for Post-Conflict Settlement Boris Chochiev stated to the IA RES that South Ossetia would again raise in Geneva the issue on elaboration of non-use of force paper. “We will discuss the possibility of signing an interim document that would guarantee non-use of force against South Ossetia and Abkhazia.
As suggested by the Russian side, unilateral non-use of force commitments of the sides might become such a document, since the Medvedev-Sarkozy Agreements clearly state that Georgia as the aggressor side should guarantee non-use of force. We agreed with the Russian proposal with a reservation that we would continue working on the main document on non-use of force”, underlined Chochiev. The Plenipotentiary underlined that during the last visit to South Ossetia, the Geneva Discussions Co-Chairmen proposed a draft non-use of force paper. “We were again introduced with the so-called draft agreement on non-use of force. It is not the final draft, but it sets the grounds for further discussions. If at the next round of discussions, the representatives of Saakashvili regime, as well as the Co-Chairs have the same unconstructive position, we will have to think how to proceed. Everyone understands the current stalemated situation in Geneva discussions, but each of the sides relies on the other one’s attempt to break down the format”, stated Chochiev.
The 12th round of Geneva Discussions is scheduled for 27 July.
