The Prime Minister of South Ossetia Vadim Brovtsev held a session with ministers and heads of governmental agencies. The discussion focused on the issues related to the 2011 state budget. The Finance Minister Irina Sytnik informed the attending officials on the budget planning status. He reminded that according to the legislature of South Ossetia, the next year’s budget planning should start 7 months prior to the start of the year. “We have already set up terms of reference and timing of the budget planning tasks.
By 1 August, all ministries and agencies should have presented their expenditures in their relevant structures. Unfortunately, not all of them provided this information. Besides, those organizations, which had provided with relevant data, gave only figures with no justification”, underlined Sytnik. According to her, all structures were willing to get increase in expenditures in some of their budget lines, but there were no justifications for the presented figures. The Minister gave the list of all information required for submission to the Finance Ministry.
As suggested by the Minister for Emergency Situation Anatoly Bibilov, the next year’s budget should foresee spending on fire safety. “Along with other measures, we should connect all buildings and sites to the duty officer of the RSO Emercom”, said Bibilov.
Brovtsev tasked all representatives to present their budgets and justifications by the end of the month.
