Addressing the gathered, Elbrus Kargiev expressed gratitude to the Russian Federation, the builders who had erected the building complex, as well as the leadership of South Ossetia for providing the all-round aid. "Today we have arranged almost entirely the military base, the outpost for our guards. Finally, today we are putting in commission this complex,"- said the Ambassador.
As Leonid Tibilov pointed out in his speech, the opening of the new complex – is a significant event for the Republic.
"Today's ceremony - is not only an ordinary protocol phenomenon, but the event that indicates that the existing relations between Russia and South Ossetia continue to strengthen and develop" - stated the President. The President has emphasized that today's event demonstrates the commitment of Russia to the ideals of peace, good neighborliness and fairness.
"We all know that after the operation to force Georgia to peace, our nation was saved from total extermination. Under the Decree of the President of the Russian Federation the independence of South Ossetia was recognized - said Tibilov. - The steps in the relations between our countries meet all standards of the modern international law."
The President also mentioned the high professionalism of the embassy staff and wished them fruitful working.
"South Ossetia will always strive to develop and strengthen the existing relationship between our countries. Russia has always been first giving us a helping hand, which was indicated in the dire days of 2008 ", - stressed the President.
In turn, the head of the Russian Foreign Ministry delegation Sergei Mareev noted that by recognizing the independence of South Ossetia in August 2008, Russia acted as a guarantor of independence and peaceful future of South Ossetia.
"A solid legal basis for bilateral cooperation has been formed. Its keystone is the Treaty of Amity and Cooperation and Mutual Assistance, concluded on September 17, 2008 - said Mareev. - In general, the legal basis for cooperation is presented by more than 60 interstate and intergovernmental bilateral agreements. About 40 draft agreements are in a stage of being signed."
According to Mareev, the constant revanchist sentiments of the President of Georgia determine the particular relevance of cooperation in the field of security.
"The military base and border guards deployed in South Ossetia, who are protecting the border of the Republic, are a reliable protection against external aggression. Russia is making a significant contribution to socio-economic reconstruction and development of South Ossetia", - underlined Mareev.
He has concluded that the commissioning of a modern building of the diplomatic mission is the evidence of fraternal relations between Russia and South Ossetia, which has already become an essential integral part of the political world map.
