The border areas of South Ossetia require more attention, it is necessary to improve the living and social conditions of the local population, said Deputy Secretary of the Security Council of the Russian Federation Rashid Nurgaliyev during a meeting with representatives of Russian and South Ossetian authorities.
According to him, the development of the cross-border program covers these villages, which are in dire need of schools, kindergartens, transport accessibility, water supply.
"We have to understand that all citizens of the Republic should feel themselves living in the united country", - he said.
Nurgaliyev also drew attention to the almost complete lack of medical care of residents of the border areas.
"It`s very actual, today everybody invest in social factor. At least a few first-aid posts should be established in these settlements,"- said Deputy Secretary of the Russian Security Council.
In addition, he pointed to the difficult situation of the citizens living in the border areas, as their houses are situated right on the border.
"Along the border will have to be built about 200 log houses, the construction of which does not require construction documents. We have already specific design, approved rates; special attention should be paid to the western borders of the Republic – in the direction of Sinagur, Karzman in Dzau district. At least 30 facilities, where the situation is beyond the edge, could have been estimated this year. We planned to implement these tasks within the frames of a separate program, but perhaps it makes sense to include the first steps in the existing investment program ", - said Nurgaliyev.
Another important issue is the road transportation infrastructure in the border areas.
"This is very important as if the roads are repaired in Tskhinval, is laid a gas line and installed the electricity, then there are places where since the 70-80's has been done nothing. This is a serious problem, which causes rejection and misunderstanding among the population ", - said Nurgaliyev.
He focused on another potential point of economic growth of the Republic - the mine in Kvaisa.
"It is the only enterprise that in the Soviet Union was under the authority of the Ministry of Metallurgy of the USSR. We need to evaluate and explore the use of the field. I know that the German experts are interested in this mine, as they found there the rare earth metals. They are willing to invest in it to export these metals, even in their pure form, "- said the Russian official.
Nurgaliyev has added that if investors show interest in South Ossetia, it will inevitably emerge the issues of land relations.
"No one will invest if entrepreneurs will are not issued the right to the facilities or to the earth. These laws are basic in the world today. This is a serious problem, "- he said.
It should be reminded that in South Ossetia has arrived on a working visit Minister of Regional Development of Russia Igor Slyunyaev, as well as representatives of Russian executive authorities to develop proposals to address the priorities of socio-economic development of the Republic.
