January 13, 2014 President of the Republic of South Ossetia Leonid Tibilov received the appeal of the Republican political party "United Ossetia," previously spread through the media on initiation and conducting the referendum on the reunification of Ossetia.
In this regard, Press Secretary of the President Ghana Yanovskaya announced President's position on this issue:
In accordance with Article 1 of the Constitution of the Republic of South Ossetia only the nation is a bearer of sovereignty and the only source of power in the Republic of South Ossetia, exercising it through referendum and free elections. January 19, 1992 the people of South Ossetia expressed their will by voting for independence and reunification with Russia.
The crucial Presidential Decree of August 26, 2008 "On recognition of the Republic of South Ossetia", which contains a reference to "the will of the South Ossetian people," is actually the recognition of results of the referendums of 1992 and 2006.
The will of people is a landmark in the relations with the Russian Federation and in the policy pursued by the President of the Republic of South Ossetia. What is this policy? First of all, it is in the course of the Republican leadership, aimed at strengthening the statehood, development of civil society institutions, expansion of spheres of economic and financial activities on the development of integration processes between the Republic of South Ossetia and the Republic of North Ossetia - Alania within the Russian Federation. Signed on November 26, 2013, the Agreement between the Government of the Republic of South Ossetia and the Government of the Republic of North Ossetia - Alania on socio- economic, scientific -technical and cultural cooperation takes into account historical traditions of close cooperation, based on the unity of the people of the two republics.
To a qualitatively new level have been raising relations, built on the basis of the Treaty of friendship, cooperation and mutual assistance between the Russian Federation and the Republic of South Ossetia, signed September 17, 2008.
There is a confident advancement of integration, developing in consideration of socio-economic factors, security issues, law, and the realities of the international situation.
It should be noted that the provisions of the Constitutional Law of the Russian Federation "On the procedure of admitting to the Russian Federation and to form new subjects of the Russian Federation " does not require to hold a referendum. The indispensable condition is the mutual consent of the Russian Federation and the foreign state. It is natural that we, as the responsible partner of Russia should take into account the interests and position of Moscow.
However, it should be noted that the leadership of the above-mentioned party without prior discussion with the top political leadership of the state through mass media launched the initiative relevant to the foundations of the constitutional system and the status of the state, as well as directly or indirectly affecting the interests of the strategic partner relations with our state
Such a move is difficult to regard otherwise than as an attempt to PR campaign aimed at attracting the attention of the voter.
President of the Republic of South Ossetia considers unacceptable the use of the issue, so important for the Republic of South Ossetia, for the purposes of political propaganda and calls upon all political parties for a well-considered approach in the framework of the current legislation of the Republic of South Ossetia.
Objectively and realistically assessing the situation, making consistent efforts, our country will necessarily achieve the desired result.
