In order to strengthen the coordinating role of the Ministry of Foreign Affairs of South Ossetia in pursuing a unified foreign policy of the Republic, on March 24, 2020, President Anatoly Bibilov issued a decree.

According to the decree, in the system of executive authorities of South Ossetia, the Ministry of Foreign Affairs is the lead agency in the field of relations with foreign states, international organizations and exercises general control over the implementation of the republic’s international obligations. The Foreign Ministry of South Ossetia coordinates the activities of other executive bodies of the Republic in this area and their international relations.
When implementing the foreign policy course, Ministry of Foreign Affairs of South Ossetia needs to promote a coordinated interaction of executive bodies with legislative and judicial authorities so that the participation of these bodies, their officials in international activities ensures compliance with the principle of unity of foreign policy and the fulfillment of international obligations of the Republic.
Proposals that affect the foreign policy interests of South Ossetia, including proposals to negotiate and conclude international agreements, including agreements of interdepartmental nature, must be approved by the Executive authorities with the Ministry of Foreign Affairs before they are submitted to the President and the government, respectively.
The document sets the presidential administration and the government of the Republic not to accept proposals on these issues if they are not agreed with the Ministry of Foreign Affairs.
The presidential decree provides for strict agreement of all foreign policy steps in all areas of the Republic's life with the Foreign Ministry.
