Parliamentarians of South Ossetia discussed with Russian colleagues the issue of the coming into force of the agreement on dual citizenship
The issue of the agreement on dual citizenship was discussed on Friday at the meeting of the Commission on inter-parliamentary cooperation in Tskhinval.
As noted by the South Ossetian Foreign Minister Akhsar Dzhioev, the agreement outlines all the main provisions, but the mechanism for simplified acquisition of Russian citizenship will be provided in a separate regulatory legal document, which is now being prepared by the Russian side.
“It is being prepared and as soon as it is published, the agreement will come into force. If, relatively speaking, this agreement comes into force tomorrow, then there is no implementation mechanism yet,” said Dzhioev.
Russian Ambassador to South Ossetia Marat Kulakhmetov has noted that the work is underway on a mechanism for implementing the agreement.
“Now the implementation mechanism is being worked out, how this will happen. Because the world is changing. Now there are new subjects and, at the same time, new circumstances. And so the wording undergoes a change. The document is now directly under consideration by the president and will come into force as soon as it is approved,” Kulakhmetov said.
Sergey Tsekov, co-chairman of the Russian part of the commission on cooperation between the Federation Council of the Russian Federation and the Parliament of the Republic of South Ossetia, for his part, noted that they would follow the implementation of the agreement.
“We will have to monitor this situation when this decree is already issued, so that we are familiar with the implementation mechanism and know that the issue has already been resolved and closed,” Tsekov said.
The meeting participants also discussed the issue of the indefinite stay of the RSO citizens on the territory of the Russian Federation.
The Foreign Minister of the Republic has noted that only Russian citizens crossing the border cannot fill out a migration card, but for the rest it is a necessity.
“The migration card cannot be filled out only for Russian citizens crossing the border. Everyone else must fill out a migration card, because formally we are a foreign state for Russia,” the official said.
Sergei Tsekov, for his part, has noted that citizens of the Republic of South Ossetia are required to fill out a migration card, but this does not mean that they are obliged to leave the territory of Russia after 90 days.
“They can stay on the territory of Russia for as long as necessary, but they are required to fill out a migration card,” he said.
Akhsar Dzhioev has added that a South Ossetian citizen traveling to the territory of Russia on a South Ossetian passport indicates the period of stay in Russia and must register with the migration register at the place of stay within seven days.
“If suddenly he stayed in Russia longer than the period specified in the migration card, he goes to the nearest police station, writes a statement, and the migration card is extended for him,” the head of the Republic’s Foreign Ministry has emphasized.
