The delegation of the Parliament of South Ossetia, headed by Speaker Alan Alborov, took part in the work of the 63rd session of the Parliamentary Assembly of the Union of Belarus and Russia as permanent observers, the press service of the legislative body reports.
The delegation of the RSO Parliament has included Alan Alborov and Chairman of the Parliament Committee on Foreign Policy and Inter-Parliamentary Relations Zaza Dryaev.
According to the official website of the State Duma of the Russian Federation, within the framework of the meeting, a "government hour" was held with the participation of Minister of Economic Development of the Russian Federation Maxim Reshetnikov and Minister of Economy of the Republic of Belarus Alexander Chervyakov. The deputies also adopted the budget of the Union State and determined the work plans for 2023.
Chairman of the Parliamentary Assembly, Chairman of the State Duma Vyacheslav Volodin, opening the meeting, said that 59 deputies from the two countries were participating in it.
“Not only representatives of the parliaments of Belarus and Russia are taking part in our work, but also the guests of the 63rd session. Among them, in particular, are the delegations and chairmen of the parliaments of South Ossetia and Abkhazia Alan Alborov Lasha Ashuba. The heads of state set serious tasks. For our part, we must do everything to achieve the goals and solve the tasks that President of Belarus and President of our country are talking about - legislative support for decisions that are made at the highest level, the formation of a single legal field," Viacheslav Volodin has emphasized. .
The deputies considered the issue of the draft decree of the Supreme State Council of the Union State "On the budget of the Union State for 2023".
As noted by Viacheslav Volodin, today the possibilities of the budget of the Union State are not used effectively enough - this needs to be changed.
“We definitely need to have proposals for both programs and decisions that our citizens are waiting for. We have something in common that we must preserve, strengthen and treat with care - historical memory. There are issues that need to be dealt with in this part,” the Chairman of the State Duma has emphasized.
The formation of the draft budget of the Union State for 2023 was carried out in accordance with the procedure for the formation and execution of the budget of the Union State. The committees of the Parliamentary Assembly discussed sections of the document in accordance with the subjects of their competence.
During the 63rd session, the deputies of the Parliamentary Assembly adopted changes to the procedure for the formation and execution of the budget of the Union State.
Pursuant to the instructions of the Chairman of the Parliamentary Assembly, Chairman of the State Duma Vyacheslav Volodin to change the terms of consideration of the annual report on the execution of the budget of the Union State, as well as the relevant decision of the Parliamentary Assembly Commission on Budget and Finance, amendments were made to the document establishing the general principles of the budget process in the Union State.
The deputies have also approved the work schedule of the Parliamentary Assembly of the Union of Belarus and Russia for 2023, as well as a plan for international activities for the next year.
According to the adopted document, the Parliamentary Assembly will retain the main forms of work and hold meetings of sessions, councils and commissions. It is planned participation of representatives of the Parliamentary Assembly in the meetings of the Supreme State Council of the Union State, in the events of the Standing Committee of the Union State, in field meetings of the relevant committees of the chambers of the Federal Assembly of the Russian Federation and commissions of the chambers of the National Assembly of the Republic of Belarus, in the events of the Youth Chamber at the Parliamentary Assembly of the Union of Belarus and Russia.
The 64th session of the Parliamentary Assembly will be held in 2023 in Belarus. At the same time, as noted by Vladimir Andreichenko, the exact venue will be determined later - perhaps it will be one of the regions of the Republic.
Before the meeting, Chairman of the State Duma Vyacheslav Volodin, as well as Chairman of the House of Representatives of the National Assembly of the Republic of Belarus Vladimir Andreichenko and members of the parliaments of Belarus and Russia laid a wreath and flowers at the Tomb of the Unknown Soldier near the Kremlin wall.
