Over the past 15 years, Russia and South Ossetia have laid a strong foundation for cooperation and built interaction in almost all areas. This was stated by Chairman of the Federation Council Valentina Matvienko at the meeting with the head of the Republic’s parliament Alan Alborov.
The main topic of the conversation was issues of inter-parliamentary interaction.
“Since gaining independence, South Ossetia has gone through a difficult path of establishing statehood, developing its economy, and strengthening security. Over these years, we have managed to lay down solid foundations for our cooperation and build interaction in almost all areas and issues of economic development, security, and humanitarian ties,” Speaker of the Federation Council said.
She has emphasized that over the past years an extensive legal framework has been created, numbering about 120 documents. “This means that our relations are on a solid legal foundation. The role of parliaments is very important here. The role of parliaments is very important here. As for the development and expansion of the contractual and legal framework, we still have something to work on," Matvienko said. Chairman of the Federation Council congratulated Alborov and the entire delegation on the 15th anniversary of the recognition of the Republic’s independence and wished them further success. “Our peoples are linked by centuries-old fraternal ties. And this is the most important foundation that allows us to successfully develop our mutually beneficial relations. In Russia South Ossetia is treated with great warmth. I know that in your Republic they Russia and Russians are treated with respect,” - she said.
Matvienko has expressed hope that the visit of the Chairman of the South Ossetian Parliament “will give new impetus to inter-parliamentary interaction and, in general, the development of strategic relations” between the two states.
According to the press service of the Federation Council, the meeting participants noted the effectiveness of the work of the commission on cooperation between the Federation Council and the Parliament of South Ossetia. “In the coming days, its next meeting will be held in Tskhinval,” the message says.

During the conversation, special attention was paid to the development of relations between South Ossetia and the regions of the Federation. Valentina Matvienko has reminded that more than 20 interregional agreements and protocols of intent have been signed. At the same time, she believes that the potential of interregional cooperation can be revealed even more fully, including with the expansion of the trade and economic sphere, in particular, with the Crimea and new regions.
Matvienko named modernization and increasing the self-sufficiency of the South Ossetian economy as the most important area of joint work.
In turn, Alborov has noted that Russia has been fulfilling all its obligations to South Ossetia, despite the difficulties associated with conducting a special military operation (SVO).
“Russia has always been a guarantor not only for South Ossetia, but also for the entire South Caucasus, I think that everyone understands this. Despite the difficult situation in connection with the special military operation and the opposition of the collective West, we see both diplomatic efforts and the fulfillment of Russia’s obligations regarding South Ossetia. We see our allied duty in political stability in our Republic and economic development," Alborov said.
He has noted that South Ossetia, on its difficult path, has always relied on the help of the Russian Federation, which protected the South Ossetian people during the Georgian aggression and helped to restore the Republic. According to the Speaker, the Parliament of South Ossetia and the Federation Council have extensive experience in working together, and an inter-parliamentary commission is operating. “We look forward to further fruitful cooperation through the parliament, deepening friendly relations to solve the most important problems,” he has emphasized.
