As you know, issues related to the dignified and safe return and resettlement of refugees as a humanitarian component of the Georgian-Ossetian conflict settlement process are the subject matter of discussions in the Second Working Group of the Geneva international discussions.
These same issues repeatedly were addressed at the UN General Assembly, which adopted three resolutions without taking into account the opinion of the parties concerned.
It should be noted that, despite the efforts, no real results in solving the problems of refugees have been achieved.

Today, 14 October, the 13th round of the Discussions on Security in the Caucasus are starting in Geneva.
The Delegation of South Ossetia intends to once again raise before the participants the issues of security and the missing persons.

Today, October 11, 2010, the Government of the Russian Federation and the Government of the Republic of South Ossetia signed an agreement on the deployment of diplomatic missions of the Russian Federation in the Republic of South Ossetia and the Republic of South Ossetia in the Russian Federation.

Over two decades of independence of South Ossetia, two referenda, three presidential campaigns, and five parliamentary elections were conducted there. Whenever a change of power in the Republic took place, it was done through free will of its people in democratic elections, and not as a result of coups or color revolutions as some of our neighbors did.

Today, the Minister for Foreign Affairs of South Ossetia Murat Dzhioev and Russian Foreign Minister Sergey Lavrov are signing an agreement on deployment of diplomatic missions in the Russian Federation and South Ossetia respectively, reports the Ministry of Foreign Affairs of South Ossetia.

The Ministries of Finance of the Republic of South Ossetia and the Russian Federation signed an additional agreement on the procedure on financial assistance to the reconstruction, socio-economic development and support to balanced budget of the Republic of South Ossetia.
On 6 October, the Ministries of Finance South Ossetia and Russia have concluded Supplementary Agreement no. 1 to the Agreement on the procedure for financial assistance to the reconstruction, socio-economic development and support to balanced budget of South Ossetia. For the South Ossetian side, the document was signed by the Prime-Minister Vadim Brovtsev and for the Russian side, Deputy Finance Minister Anton Siluanov signed the agreement.
