Human rights have become one of the mankind's most significant gains of the last century. During this time, the international mechanisms of human rights protection were created, which had greatly increased the possibility for people to struggle for their rights, for those, who suffered from various abuses by the authorities of their states. Human rights is a unique system to achieve balance in this diverse world. But to make it useful, all the opportunities provided by national and international human rights mechanisms should be used. Of course, we realize that often it is difficult to achieve a fair result, but we must not forget those people who sometimes gave their lives to uphold these universal values.

On 15-16 December 2010, the 14th round of international discussions on security and stability in South Caucasus took place in Geneva. As before, delegations of the Republic of South Ossetia, the Republic of Abkhazia, Georgia, the RF and the U.S. participated in the meeting Co-Chairs by the UN, EU and OSCE.
Within the frameworks of the agenda of the first working group on security, an exchange of views on the situation in the area adjacent to the state border of South Ossetia and Georgia was held. It was noted that the situation remains generally stable, the number of incidents was decreasing. At the same time, the delegation of South Ossetia has expressed its concern about the facts of violation of the airspace of South Ossetia, as well as illegally crossing of the state border.

"Throughout the month after the first meeting, we have been inviting all relevant ministries, departments and entities, reviewed their work, checked each and every budget entry allocated for the rehabilitation of sites damaged during an armed conflict in South Ossetia ", said Palamarchuk.

In Moscow, a meeting of Plenipotentiary of the President of South Ossetia for Post-Conflict Settlement Boris Chochiyev with the Council of Europe Commissioner for Human Rights Tomas Hammarberg took place. As Boris Chochiev reported to IA "Res" by telephone from Moscow, the meeting discussed the fate of citizens of South Ossetia and Georgia missing from and after the Georgian aggression in August 2008, as well as prolongation of the work of international experts engaged by Hammarberg to look into this problem.

The conference was organized to coincide with International Human Rights Day celebrated on December 10. During the discussion, the South Ossetian Ombudsman drew attention to the importance of security as a crucial factor for protection of human rights.

Another meeting within the frames of the Incident Prevention and Response Mechanism (IPRM) was held in the border village of Ergenti (Georgia).
As the Head of the South Ossetian Delegation Merab Chigoev reported to IA RES, representatives of South Ossetia, Georgia, Russia, OSCE and the EU Monitoring Mission (ECMM) in Georgia participated in the meeting.
"The meeting discussed the work of the Border-Guard Service of South Ossetia on defining the borderline. Participants of the meeting touched upon the incident, which occurred on November 25 near the village of Ditsi (Georgia). At a time when our official services were carrying out works on defining the state borderline in the vicinity of the village of Ered (Tskhinval district of South Ossetia) and Ditsi (Gori district of Georgia), a group of civilians of Georgian nationality came close to the boundary line and tried to prevent this work.

Co-Chair of the OSCE: The Geneva Discussions Undoubtedly Useful

The international discussions in Geneva provide South Ossetia and Abkhazia with an opportunity to bring their position to the wider international community, said the OSCE Co-Chair Ambassador Nurgaliev after the meeting in Tskhinval with the Plenipotentiary of the President of South Ossetia for Post-Conflict Settlement.
He recalled that on December 2 in Astana after the 11-year break, the OSCE Summit took place.
