Not possessing the sufficient political will and, obviously, the competence for conducting a productive dialogue, directed at real settlement of the georgian-ossetian conflict and the overcoming of its heavy consequences within the limits of the internationally recognized negotiating format, the Georgian management prefers the game of a puppet theater. For making semblance of the georgian-ossetian dialogue and attracting the attention of the international community to it, the management of Georgia prefers using the sham «alternative government of South Ossetia», organized in Tbilisi and located in the zone of the georgian-ossetic conflict with the support of the Georgian state budget. At the same time the Georgian president, having a meeting and negotiations with «the alternative president of South Ossetia» on March,19th, before the session of the Joint Control Commission in Istanbul, does not any more confuse the fact, that the activity of the « alternative government » is absolutely illegal even according to the Georgian legislation, and the reputation of the characters, having been chosen for participation in this project, completely discredits the similar sort of negotiations.
It is necessary to note, that in South Ossetia the activity of the « alternative government », though being the serious irritating factor, does not cause any special anxiety as it cannot represent the interests of the people of South Ossetia and does not present any significant political force. However the use by the Georgian side of such properties, substituting the real search of mutually acceptable decisions in the vein of peace settlement of the georgian-ossetian conflict within the limits of the existing format, and the attempt of giving it some kind of legitimacy, causes deep disappointment.
The Ministry of Foreign Affairs again resolutely calls the management of Georgia to refuse of provoking the further aggravation of intensity in the georgian-ossetian relations and not to create artificial obstacles on the way of real settlement of the georgian-ossetian conflict.
