The president of South Ossetia Republic Eduard Kokoyty has accepted the Head of the Mission of OSCE, the Ambassador Roy Riv.
In the course of the taken place conversation a wide range of questions, connected with the present aggravated situation in the zone of the georgian-ossetian conflict, and the search of ways of overcoming of the crisis that has recently developed in the process of settlement of the georgian-ossetian relations has been discussed.
The parties have expressed concern in connection with the proceeding damming and deliberate damage by the Georgian side of the line of water-pipe in the area of the villages Kekhvi-Tamarasheni, as a result of which Tskhinval already seven days remains without water and the situation, is close to humanitarian accident. The unanimity, concerning the inadmissibility of using of the factor of social and humanitarian communications in political aims, has been expressed.
Having highly estimated the intermediary efforts of the Head of the Mission of OSCE on defusing the tension, the President of South Ossetia Republic has noted, that the damming of the water pipe creates complications first of all to ordinary people. Therefore South Ossetia, having opportunities and reserving to itself the right for adequate actions, but proceeding from humane considerations, will not undertake reciprocal actions within three days.
The president again has confirmed the readiness of South Ossetia to real steps in the process of settlement and has once again emphasized the necessity of returning of the situation in the zone of the conflict to the condition for May, 31st, 2004, before the entry of the Georgian armed formations into the zone of the conflict, with what the aggravation of the situation has begun. With the purpose of defusing tension and advancement in the process of settlement the President of South Ossetia Republic has again confirmed the necessity of organization of a meeting of the presidents of South Ossetia and Georgia, at which the parties would have signed the Memorandum on non-use of force in the course of settlement of the conflict and non-use of social and humanitarian communications for the decision of political questions.
From his part the Ambassador Roy Riv has expressed gratitude to the President E.Kokoyty for the reception, and that the south-ossetian party searches for comprehensible ways of defusing tension and does not undertake actions, able to aggravate the situation. Having noted, that the Mission of OSCE would undertake measures on the way out of the developed situation and water supply to the town, the ambassador has expressed the readiness of OSCE to assist to the negotiating dialogue within the limits of the existing mechanisms. The necessity of performance of the undertaken by the parties in the conflict obligations in the course of negotiations has especially been emphasized.
The wide range of questions, connected with the activity of the Mission of OSCE in the zone of the conflict, has also been discussed.
In the meeting from the sotuh-ossetian side took part the Deputy Prime-Minister - the Minister on special affairs of Soith Ossetia Republic, the Co-chairman of the South-Ossetian part of JCC B.E.Chochiev and the Minister of Foreign Affairs of South Ossetia Republic M.K.Dzhioev. During the visit the Ambassador was accompanied by the Executive Adviser of the Head of the Mission Matthew Goodstein and the Head of the Tskhinval office of the Mission Bozhidar Dimitrov.
