Prime Minister of South Ossetia Saw Rehabilitation in Tskhinval

Объезд по объектамThe Prime Minister of South Ossetia Vadim Brovtsev monitored the rehabilitation of private and municipal housing in Tskhinval damaged in August 2008. The Prime-Minister was accompanied by representatives of the State Committee for the Implementation of Rehabilitation Projects and the State Unitary Enterprise "Directorate for the implementation of priority national projects", as well as Finance Minister of South Ossetia Irina Sytnik and government representatives.

Having visited a number of construction sites, the Prime-Minister expressed his concern over the slow pace of construction and recommended that better quality materials are used for the construction of walls to bear in mind the climatic conditions in South Ossetia.
"If you building materials are brought here and a sufficient number of workers is engaged in the works, the site could be completed this year, Brovtsev said referring to the representative of the subcontracting organization, which is building an apartment house in the city. It is necessary to simultaneously reconnect the pipes to the city nets and make the inside refurbishing. We will not make it by the end of the year, if we start to build up the walls, then continue with the roof and then the inside works.
The Prime Minister also recommended that energy-saving materials are used for the construction, such as foam concrete and bricks, to improve the efficiency of energy use for heating in winter.
Brovtsev instructed the representative of the State Committee for the Rehabilitation to have a tougher response to failure of a subcontractor to abide by the initial construction schedule.
"You should impose penalties, and if it does not work, change the contractor", said the prime minister.
The inspectors also visited the small settlement of nine six-flat houses under construction on the northern outskirts of Tskhinval. It turned out that the hand-over planned for September 20th had been also postponed.
The Prime Minister Premier suggested that there was a more realistic planning and tasked the contractors to complete the construction by the end of this year.
To speak about the inspection results, Vadim Brovtsev held a meeting, where he requested relevant organizations to immediately address the identified problems, and to speed up the construction.
