- Amiran Evgenovich, at a certain point, the political leaders of South Ossetia decided to close the state border with Georgia to everybody, except the residents of Leningor district. How do you assess the visits of representatives of the OSCE to the Republic through the South Ossetian-Georgian border? And, what is the attitude towards this border-crossing by the representatives of the OSCE?
- Together with other MPs, I expressed indignation over the fact of border-crossing by OSCE representatives and their visit to Zonkar reservoir. The presence of representatives of the OSCE in South Ossetia does not have any legal and moral grounds.
- Specifically, what claims can be presented to the OSCE?
- In an attempt to destroy the people of South Ossetia on the day of the opening of Beijing Olympics, the role of the OSCE looks far more unfavorable than the senior management and the people of 55 member states can imagine. There were OSCE member states, which in violation of the organization's Charter, carried out large-scale deliveries of modern types of heavy weapons to Tbilisi regime against the peaceful population of South Ossetia. OSCE leadership bears a shared responsibility with the criminal regime of Saakashvili not only for the bloody events of August 2008, but also for the policy of state terrorism carried out by the Georgian leadership against the people of South Ossetia prior to the tragedy. Through its involvement in the Georgian-Ossetian negotiations within the JCC, the OSCE Mission to Georgia encouraged and silenced actions of the Georgian authorities destabilizing the situation and "unfreezing" the conflict.
It is worth mentioning that on 7 August 2008, a number of OSCE representatives saw long columns of the Georgian army about to attack Tskhinval, and attempted to raise the alarm, but their efforts were roughly blocked by the leadership of the OSCE Mission to Georgia, which likened wracking ship's rats and did not warn about the danger even their own local staff.
There was only decent person from the staff of the Mission to Georgia, British citizen Ryan Grist, who told the truth about the operation of Georgian troops "Clear Field", but was subjected to open persecution by the leadership of the Mission and was forced to leave the job in this organization.
- What is the overall evaluation of the negotiation process and that can it bring to South Ossetia?
- The contacts of South Ossetia with the OSCE through negotiations, with its policy of double standards were like a game with a gang of professional gamblers. The participation of the South Ossetian side in this game has always been conditioned with concessions to be made in relation to vital areas of interest for the people of South Ossetia. A reasonable question arises: why should we play this negotiating game, if the result of it has been pre-defined? Reports by the OSCE did and still do distort the nature of the Georgian-Ossetian conflict, and this continues to be a direct source of misinformation of the international community, for this organization is a tool used to achieve geopolitical goals of supporters of Anglo-Saxon unipolar world order, acting in alliance with the ideology of the Georgian "provincial fascism".
Thanks God, the earlier agreements regulating the activities of the OSCE in South Ossetia were denounced during the bloody aggression by Georgia against South Ossetia, and we are currently have no whatsoever obligation towards this organization.
International relations fall under the exclusive jurisdiction of the head of the state, the President of the Republic, but the Parliament will not stand silent, watching the insisting efforts of "dragging" the OSCE to politico-legal environment of South Ossetia, which could be observed through the actions of several South Ossetian officials having a "rich "experience with this organization.
- It is believed that the discussions in Geneva are the only international platform for South Ossetia and rejection to participate in them is equivalent to the self-isolation of the country.
- I do not support the idea of international self-isolation of South Ossetia, and the participation in the negotiation process in the format of the Geneva talks should be frozen. The isolation should be overcome through other means (and not through the OSCE) and contacts with foreign public and political circles, through proactive steps to create positive positioning of our country in the international arena.
- But humanitarian issues are also considered in the course of the discussions...
I consider it unacceptable to discuss "humanitarian issues" for years and years, while Georgia refuses to undertake legal obligations not to use force against the peoples of South Ossetia and Abkhazia, and dozens of abducted South Ossetian citizens are kept in Georgian prisons.
And in this sense, I also do not understand the position on the border checkpoint in the village of Perev, which resulted in several villages and large areas of South Ossetia separated from the rest of the Republic. It is unclear who made the decision to move the checkpoint, but it is strange that the authorities of South Ossetia, in particular the Parliament, were not informed.
