On June, 29, 2011 the United Nations General Assembly has adopted the resolution «Position of internally displaced persons and refugees from Abkhazia, Georgia, and Tskhinvalskiy region /South Ossetia, Georgia» Unfortunately, in this draft resolution, submitted by Georgia, only the unilateral politicized approach is represented having nothing in common with an actual state of affairs and with concern about the fate of the refugees One could see only aspiration of Georgia to support its claims on the sovereignty over the territory of South Ossetia and Abkhazia The resolution does not consider at all the situation which has really developed in the region, namely –the existence of two independent states- the Republic of South Ossetia and the Republic of Abkhazia-, recognized by a number of the countries -the members of the United Nations. Again the question was being discussed without the representatives of South Ossetia and Abkhazia who would be able to deliver the states` position in resolving of this important humanitarian problem to the United Nations General Assembly. However the US authorities have once again refused visas to the representatives of South Ossetia. It has caused regret that the countries which voted for the resolution have supported the ambitions of the Georgian leadership.
The reality is immensely far from the point of view which is imposed by Georgia. The Republic of South Ossetia is the recognized state which was created in the result of collapse of the former Soviet Union according to all international legal standards, and its territory should not be considered at all as a part of Georgia as it is presented in the resolution. In the early nineties of the last century it was expelled more than 120 thousand Ossetians from Georgia and South Ossetia in the result of ethnic cleansings; they have found asylum in the territory of the Russian Federation. None of them has returned to the place of their former residing hitherto, and their fates for some reason remains out of sight of Georgia and the General Assembly of the United Nations. What about the ethnic Georgians, who are nowadays called the refugees, as a result of the criminal policy of Georgia, they voluntarily have left the territory of South Ossetia some days before launching the Georgian attack. Adoption of this resolution by the United Nations General Assembly will rather negatively affect the course of the Geneva discussions which at present is the only platform where the representatives of South Ossetia, Abkhazia and Georgia can solve their problems. Moreover, the discussion of the refugees issue at the United Nations General Assembly without representatives of South Ossetia and Abkhazia makes this problem go beyond the framework of the Geneva discussions which become pointless. The Foreign Ministry of the Republic of South Ossetia declares responsibly that the similar support of political interests of the Georgian authorities will not promote elimination of the issues on the regional safety, it confirms again readiness of South Ossetia for considering the refugee problems according to the international standards and emphasizes the necessity of participation of the representatives of South Ossetia in all forums where the problems of the Georgian – Ossetian relations are discussed.
