In South Ossetia are working on establishing a Social Insurance Fund, said at a press conference in Tskhinval the Presidential Adviser on social issues Rodion Siukaev.
According to him, it has already been signed a roadmap to establish the Social Insurance Fund in South Ossetia.
"Such funds in Russia are engaged in maternity leave insurance, social insurance against industrial accidents and occupational diseases, perform specific assignments of the government - birth certificates, provision of disabled persons with technical means of rehabilitation, as well as to provide citizens - recipients of social services, with vouchers for treatment, etc. "- said Siukaev.
He has noted that the work to establish the Republican Social Insurance Fund is going according to the developed plan."It is necessary to determine the rate of the insurance premium in South Ossetia. We need to make certain calculations and look at the statistics. We received a few days ago from Russian colleagues the methodology for calculation of insurance tariffs," - said the adviser.
According to him, it is also necessary to decide on the structure, which will deal with the Social Insurance Fund.
" It is set up a working commission. Russian colleagues suggest establishing a single structure - Civil Service Insurance, which will include the Social Insurance Fund, dealing with working citizens and the Pension Fund. Next year it is planned to start transferring funds, but the real work will start in 2015,"- said Siukaev, adding that the population of the Republic should be explained that the charges will come from payroll.
"In addition, we asked the Russian colleagues to help us in preparing the technical task to provide an information program for Social Insurance Fund. It should be compatible with a similar program in North Ossetia. Moreover, we should eliminate duplicate payments," - he stressed.
Siukaev has noted that over the last six months of the work on this issue has already been developed a number of bills in this area, which need to be amended.
"In December we expect a visit of Russian colleagues, with whom we have to determine many issues," - he said.
Siukaev also believes that medical institutions of South Ossetia should study the issue of provision of paid medical services. In his opinion, it is necessary to clearly separate what services may be free of charge, and which are chargeable.
"In Russia, there is a law on the medical treatment of foreign citizens in the territory of Russia. If a foreigner needs emergency care, it is free of charge. But when his life is not more in danger, the state whose citizen he is, has to take him. The Health Ministry is also working on this issue. Foreign citizens, who are in the territory of the Republic, should pay for their medical treatment. For the workers engaged in the process of rehabilitation of the Republic, must be responsible either the embassy, or their employers. Any natural or legal person, who invited them to work, must bear financial responsibility for them. Because the funds allocated for medical care, are intended for citizens of South Ossetia. This is normal all over the world, "- said Siukaev.
He has also informed that for the past two years 12 young doctors, who graduated from medical schools in Russia, are employed in medical institutions of South Ossetia.
