South Ossetia’s Parliament Speaker Alan Tadtaev at the II International Forum “Development. Of Parliamentarism” spoke at the round table with the report “International humanitarian law and humanitarian cooperation: the role of parliaments and inter-parliamentary institutions”.
According to the press service of the legislative body, the Speaker outlined the importance of the existence of a universal concept of intergovernmental cooperation in the humanitarian field, in particular, in the field of protecting life and dignity in situations of crisis and armed conflict.
“Mobilizing diplomatic resources, including parliamentarians, their involvement and means of response can provide a solid basis for finding new sources of support for humanitarian activities on a global scale. The field of intergovernmental cooperation on humanitarian issues, primarily on the protection of categories of the population under special protection of international humanitarian law, should be de-ideologized and depoliticized, which means excluding the of instrumentalism of approaches and principles of humanitarian law,” he said.
The Speaker has added that parliamentarians should play a positive role in the development of international humanitarian law and its implementation, because the contribution of its distinguished representatives of international lawyers with a world name is invaluable and there are countless examples of this.
Alan Tadtaev has expressed great gratitude to the Great Russia, which according to his words, almost alone defends the interests of South Ossetia in the international arena.
“How can and should act parliamentarians, legislators, elected by people of South Ossetia in this context? We are well aware that, to the best of our ability, we must help the Russian Federation to uphold the position of the Republic of South Ossetia as a rule-of-law state,” said Tadtaev.
He also stressed that the new parliament, within the framework of work to ensure international security, should develop three main areas on which international humanitarian law is based, and the first of them is the principle of peaceful coexistence.
“Here we must show maximum activity in creating the basis of legislative acts that allow concluding international agreements ensuring peaceful coexistence with as many countries as possible. We at all platforms should carry the idea of peace and work with all possible international institutions involved in this issue. In the face of the entire world community, we must demand from our main geopolitical adversary, Georgia, the conclusion of all legal acts ensuring regional security. This should be an indispensable condition for all negotiations,” Tadtaev stressed.
The second direction, according to the Speaker, is the rules of international law.
“A very important point. Definitely to sit at a dead end without articulating your position, this is a losing strategy. How to make us to be heard in the world? Here the role of legislators is extremely important. All norms of international law need to be integrated into national legislation. This is generally a separate major area of work of the new Parliament. Partially recognized states may unilaterally adhere to significant international treaties. There are such precedents. We can recognize the action on our territory, for example, the Four Geneva Conventions, which constitute the “law of war”. This will be the right drive forward. It is the formation of a national base of normative legal acts under the banner of “norms of international law” that will allow the Republic of South Ossetia to be involved in all the structures that provide these norms,” he said.
The third main direction Alan Tadtaev highlighted the activation of all forms of positive international interaction, noting that the establishment of contacts and the development of a network of international relations is already an important part of the work of our parliamentarians of all convocations.
“The role of the Russian Federation in this process, its help, is difficult to overestimate. Here you can only wish to continue developing this area with doubled, tripled force. People of the Republic of South Ossetia believe that together with Russia we can cope with all the problems,” the parliament speaker concluded.
It should be noted that the II International Forum "The Development of Parliamentarism" is being held in Moscow from July 1-3 on the initiative of the State Duma of the Russian Federation. This year representatives from 132 states are participating in the Forum.
About 800 foreign guests and delegations, 14 international parliamentary organizations, as well as 41 speakers representing the national parliament are taking part in the events.
Deputy Chairman of the Parliament, Chairman of the Committee on Social Policy and Healthcare Alexander Pliev and Chairman of the Committee on Legislation, Legality and Local Self-Government Alan Gabatty also took part in the round table.
