The third anniversary of the signing of an agreement between the Russian Federation and the Republic of South Ossetia on the formation and operation of a joint information and coordination center of the internal affairs bodies was marked in South Ossetia with solemn events attended by President Anatoly Bibilov, Chairman of the Government Eric Pukhaev, Ambassador of the Russian Federation to South Ossetia Marat Kulakhmetov , Interior Minister Igor Naniev, heads of security agencies and other guests who were officially met in front of the administrative building of the Center.
The solemn meeting began with a video about the stages of the ICC formation. In addition, the meeting participants were also introduced to the plans for the development of the department.
Coordination of activities
The head of the ICC, police colonel Alan Bolotaev told how on July 4, 2016, an agreement had been signed between the RSO and the Russian Federation on the procedure for the formation and activities of the joint information and coordination center of the internal affairs bodies.
“In accordance with the agreement, the Center is a permanent interstate body designed to coordinate activities to counter organized crime and other dangerous types of crimes, as well as to prevent offenses in the Republic of South Ossetia.
This is a unique structure within which the two states, based on practical needs, agreed on the possibility of jointly solving tasks in the law enforcement sphere,” he said.
According to Bolotaev, the Center constantly monitors the crime situation in the region, monitors open sources of information to determine the realities of the involvement of organized crime in the processes that determine the socio-economic and political development of the Republic of South Ossetia.
“One of the key tasks at the initial stage was to organize the reconstruction and construction of a complex of buildings to house and operate the Center, to acquire, launch and adjust the necessary equipment, as well as to recruit staff with Russian and South Ossetian specialists,” he clarified.
In his speech, he also touched upon the joint work with Russian colleagues, noting that the Center provides the ongoing assistance to the Ministry of Internal Affairs of Russia and the Ministry of Internal Affairs of South Ossetia in carrying out activities aimed at preventing, suppressing, identifying and solving crimes, as well as searching for people hiding from investigation and justice, as well as the missing persons.
“On February 9 of this year, as a result of the interaction initiated by the Center, a citizen Tedeev was arrested on the territory of Vladikavkaz and suspected of having committed a crime stipulated in part 3 of article 163 of the Criminal Code of the Russian Federation in the city of Sochi,” Alan Bolotaev cited specific facts. He expressed his gratitude to the leadership of the Republic, the leadership of the ministries of internal affairs of South Ossetia and Russia, as well as other law enforcement agencies for their help and support in solving the main tasks facing the Center.
The need for the ICC is long overdue
President Anatoly Bibilov congratulated the Center on a significant date and noted that three years was not a long time for great achievements, but what had already been done, in terms of construction and work in general, was a matter of great respect.
“We can say that the need for the ICC is long overdue, and its discovery is dictated by today's time - this is the conduct of various examinations and the possibility of information exchange and a common front of work against crime. This was confirmed during the work, according to the report of the ICC head. which you will be developing further.
Thanks to those involved in organizational and construction work. And here it is impossible not to mention the people directly involved in the formation of the ICC. This is Russia's Ambassador to South Ossetia, Marat Kulakhmetov, Rashid Nurgaliyev, who were personally interested in construction and housing issues and all Russian colleagues,” the head of state said.
He also noted a big role in the development of the work of the Center chief, thanks to which the work has significantly advanced.
“All efforts have always been focused on the efficiency of the ICC. I am confident that with your Russian colleagues you will show many opportunities for more effective development of work in the fight against organized crime,” the President said.
Increasing efficiency
Interior Minister Igor Naniev has noted that the establishment of the Center took place in difficult conditions. “In fact, the new international organization was a good example of effective interaction between friendly states in the field of law enforcement. Today we can say with confidence that the Center has been established and is functioning almost in full,” he said.
The head of the Ministry of Internal Affairs believes that the ICC will increase the effectiveness of law enforcement agencies in certain areas, such as conducting examinations, international search, the exchange of operational information, maintaining a database.
I express my gratitude and appreciation to the top leadership of the Republic of South Ossetia, the leadership of the Ministry of Internal Affairs of Russia for their attention and assistance in solving all issues related to the formation and establishment of the Center, as well as to all ICC personnel for their conscientious attitude to their official duties and high performing discipline.

According to the Ambassador Extraordinary and Plenipotentiary of Russia to South Ossetia, Marat Kulakhmetov, three years from the date of the signing of the agreement has flown like one instant.
“The interaction between Russia and South Ossetia is not subject to change, and, in particular, in the direction of the internal affairs bodies. For three years, much work has been done by the leadership of the Ministry of Internal Affairs and the Director of the ICC; good conditions have been created. And the results indicate the demand for the department. I believe that the center will be improved, developed, and we will cite as an example to other countries the interaction of the Ministry of Internal Affairs of Russia and South Ossetia. By the decree of the head of state, the two ICC staff members for the great personal contribution to strengthening cooperation between the law enforcement agencies of Russia and South Ossetia and in connection with the third anniversary of the formation of a joint information and coordination center received medals "In commemoration of the 25th anniversary of the Republic of South Ossetia". In addition, a number of employees received departmental awards from the hands of the head of the Ministry of Internal Affairs of the RSO.
