The meeting of the Commission on cooperation of the Federation Council of the Russian Federation and the Parliament of South Ossetia was held in Moscow

A meeting of the Commission on Cooperation between the Federation Council and the Parliament of the Republic of South Ossetia was held in Moscow, where the Commission’s work plan for 2020 was approved, the press service reported.

The meeting was held by Sergei Tsekov, member of the Federation Council Committee on Foreign Affairs, co-chair of the Russian part of the Commission. Elena Bibikova, Deputy Chairman of the Federation Council Committee on Social Policy, and Arsen Fadzaev, member of the Federation Council Committee on Agro-Food Policy and Environmental Management. The South Ossetian delegation included Vice-Speaker of the RSO Parliament Alexander Pliev and Chairman of the RSO Parliament’s Committee on Foreign Policy and Inter-Parliamentary Relations Zaza Dryaev.

In accordance with the approved agenda, the meeting considered the issues related, in particular, to the legislative support of the Treaty between Russia and South Ossetia of Alliance and Integration, on the transfer of the experience of the Committees of the Federation Council and structural units of the Office of the Upper House of Parliament.

According to Vice-Speaker of the Parliament of South Ossetia, Alexander Pliev, in addition to discussing the main agenda, the South Ossetian party also raised additional issues that are currently relevant for the Republic.

“In particular, a question was raised regarding the legislative support of the Treaty of Alliance and Integration, signed between Russia and South Ossetia in 2015, which provides for the signing of an additional agreement on social insurance for citizens of the Republic of South Ossetia. Earlier, at the previous meetings, the issue of compulsory medical insurance had already been raised, and this issue is already being addressed. Minister of Health of South Ossetia Georgy Totchiev, who also attended the meeting, gave the information on this issue. He specifically voiced the problems that citizens of South Ossetia face when preparing documents for obtaining social insurance,” said Pliev.

The Vice Speaker has also noted that the issue of recognition of the genocide of the Ossetian people by Georgia in 1920 also raised at the meeting.

“The South Ossetian party raised the issue of recognizing the genocide of the Ossetian people in 1920. Moreover, we sent the genocide documents that we have. These are the decisions of different periods of the Supreme Council, the Parliament of the Republic of South Ossetia we announced that an appeal was sent to the State Duma and the Federation Council of the Russian Federation on the creation of a joint Commission that would begin to work on this issue. The Russian party understands the seriousness of this issue. It was noted that the issue of genocide requires very scrupulous work. I would also like to note that the next meeting of the Cooperation Council of the Federation Council of the Russian Federation and the Parliament of the Republic of South Ossetia is scheduled for April 2020, and I am sure that by this time certain work will already be done on the issue of genocide and there will be some progress on this issue, ” emphasized. Alexander Pliev.

The Vice Speaker added that the meeting heard information from the executive secretaries of the Cooperation Council of the Federation Council of the Russian Federation and the Parliament of South Ossetia regarding the trip of the staff of the committees of the Russian Federation Council to the Parliament of South Ossetia to exchange experiences.

“All parties came to the conclusion that this exchange of experience was very fruitful and will continue in the future. Next year, a trip is planned for the staff of the RSO Parliament to the Federation Council of the Russian Federation,” concluded the Vice Speaker.
