President Anatoly Bibilov and Deputy Minister of Economic Development of the Russian Federation Sergey Nazarov, who arrived in Tskhinval on a working visit, inspected the objects of the Investment Program to Promote the Socio-economic Development of the Republic of South Ossetia.
First of all, the participants of the detour visited the university complex, which is equipped with great opportunities for obtaining higher education and developing the creative potential of students, and the building of secondary school No. 3 under construction in Tskhinval, the press service of the head of state reports.
Minister of Construction, ArchitectureбHousing and Communal Services Eduard Dzagoev noted that the facility is transitive and is already ready for commissioning by 80%, finishing works are being carried out in the school building.
The President demanded to hand over the facility by the beginning of the new school year.
One of the most important social facilities is a medical cluster, which includes a Children's Republican Hospital, a maternity hospital, an operating and surgical complex with a hemodialysis department, etc.
Minister of Health and Social Development Soslan Naniev spoke in detail about the work of the departments of the Republican Multidisciplinary Medical Center, its equipment and the possibilities of providing qualified medical care. He has noted that patients have the opportunity to undergo various laboratory tests, and more than a thousand citizens have undergone a tomographic examination.
In addition, according to Soslan Naniev, in the first quarter of this year, 137 deliveries were delivered in the Maternity Hospital, which indicates a significant improvement in the conditions and quality of medical services provided.
Then Anatoly Bibilov and Sergey Nazarov got acquainted with the pace of construction of a 75-apartment building with a total area of about 4800 sq. m. on the Gubaev Brothers Street. The facility is being implemented by the construction organization LLC "STM-YUG".
"They do not have any delays in terms of delivery," the head of state praised the quality of the company's work.
He has noted that STM-YUG LLC was also entrusted with the reconstruction of the Vanat – Tskhinval main water intake facility. Visiting the reserve water pipeline with the guests, Eduard Dzagoev has noted that the reconstruction will significantly increase the water flow rate and improve the water supply to the capital of the Republic.
Another object of close study was LLC "Ir-Basalt".
"There are three basalt deposits near the plant. We conducted tests on the raw material, which showed that it is suitable for the production of fiber," said Roman Dzhioev, director of the plant.
The Head of State asked about the environmental friendliness of the production.
"There is a resolution of the Chief Sanitary Doctor, which defines the categories of occupational hazards. There are 5 classes of them. Each one lists from 30 to 70 enterprises in the areas that belong to a particular category in terms of emissions. Specifically, our production there is in the fourth category on the 18th place.
What does this mean? The categorization is determined by the size of the sanitary protection zone. For example, for the production of the first category, a sanitary protection zone of up to 1 km is defined. Further on the decreasing scale: for the second-up to 500 m, for the third-up to 300 m, for the 4th - up to 100 meters and for the 5th-up to 50 meters, " the representatives of the plant explained.
Continuing the topic, Roman Dzhioev has stressed that most of the heat energy remains in the technology, " emissions remain only 120 degrees."

At the end of the inspection trip, a press conference was held, during which the journalists were asked to assess the inspected facilities, as well as to tell whether the implementation of the Investment Program will continue in the coming years.
"By and large, we have no complaints about the implementation of the facilities. They are implemented within the agreed time frame and with good quality. Today, we have also examined the existing facilities, which should be used as efficiently as possible," said Sergey Nazarov.
He has assured that the implementation of the Investment Program will continue, but the necessary adjustments will be made.
Speaking about the development and construction of real economy facilities, Anatoly Bibilov has noted that investors come to the South Ossetian market, which contributes to the development of the economy and the creation of jobs.
"This is the" Southern Garden "in the village of Khetagurovo, and the production of wine "Ironsan". That is, now there is a trend that the investor is interested in investing in the Republic of South Ossetia. The state has obligations related to the supply of infrastructure, electricity, and roads, so we do not shift these obligations to the shoulders of investors, but continue to help them through the Investment Program. As part of the Investment Program, we are also preparing projects that we will consider and implement, " the head of state said.
Returning to the issue of construction of a backup power line, Anatoly Bibilov has noted that the connection of the backup line is planned for October of this year. "This is a serious event. The most priority direction today is to ensure the energy security of the Rpublic, " he said.
The journalists raised another topical issue concerning the movement across the Russian-South Ossetian border.
"Our task is to make people more comfortable crossing the South Ossetian-Russian border. This applies to goods, cargo, and vehicles. The task is worth it, and we will solve these issues, " the President said.
