At the meeting of the Intergovernmental Commission on Economic Cooperation between South Ossetia and the Russian Federation, a whole range of problematic issues was considered, the solution of which will allow bringing the economic situation of the Republic of South Ossetia to a new qualitative level. This was stated by the Deputy Prime Minister, Minister of Economic Development of South Ossetia Dzambolat Tadtaev in a commentary to IA "Res".
According to him, the solution of the issues that were raised at the meeting of the Intergovernmental Commission will increase mutual trade between South Ossetia and the Russian Federation, which at the end of 2022 amounted to $135.7 million, an increase of 4.2% compared to 2021.
“All the issues raised were discussed as part of the implementation of the State Program for Socio -Economic Development of the Republic for 2022-2025. The members of the Commission were informed that South Ossetia had ensured the fulfillment of all obligations, the solution of which was provided for in 2022, except for the implementation of budget investments, as well as that further implementation of the program is possible taking into account the introduction of individual adjustments," the Minister said.
He has added that following the results of the meeting, it was decided to continue work on the implementation of the activities of the Integration Plan for the customs authorities of the two countries by the authorized body of the Republic of South Ossetia and the Russian Federation.
“The implementation of the Plan’s activities is a prerequisite for the provision by the Russian side of financial assistance to South Ossetia for the purpose of raising wages for employees of the public sector of the Republic, as well as for the purpose of financing measures for state support of economic sectors within the framework of the state program for socio-economic development of the Republic for 2022-2025. The plan provides for the implementation of 15 measures, 6 of which have been implemented, and 9 are under implementation (retrofitting the customs committee of the Republic with information and technical means, adoption of certain regulatory legal acts of the Republic of South Ossetia in connection with the transition to the right of the EAEU)," said the Deputy Prime Minister .
He has added that according to the decision of the commission of South Ossetia, for the purpose of its socio-economic development, including the implementation of agreements concluded in the development of the Treaty of Alliance and Integration between the Russian Federation and the Republic of South Ossetia, in 2023 financial assistance will be provided in the amount of RUB 6,106,467.07 thousand.
“The main areas of financing should be: the current maintenance of the Republic, the formation and maintenance of the activities of internal affairs bodies; co-financing of wage increases for employees of state institutions and public administration, etc.
Also, additional areas of expenditure were identified, such as finding funds to solve the issue of balancing the state budget in 2023, bringing the wages of certain categories of workers to the minimum wage, ensuring the full maintenance of facilities built as part of investment programs, etc. ", the Minister noted.
He added that, by decision of the Intergovernmental Commission, the development of project documentation and the Russian state expertise for it on the facilities of the Investment Program for 2023-2025, planned for implementation in 2023, will also be ensured.
“The investment program to promote the socio-economic development of the Republic for 2023-2025 was approved by the decision of the co-chairs of the Commission on November 18, 2022. The total amount of financing of the program is 3,587.0 million rubles, including in 2023 - 1,157.0 million rubles, in 2024 - 1,215.0 million rubles, in 2025 - 1,215.0 million rubles, - noted Tadtaev.
