The curator of youth policy of the Presidential Executive Office of South Ossetia, Andrey Ottaev, presented a report at the Sirius University as part of the discussion “Civil Servants of the New Wave” under the GosStart program.
According to the website of the Presidential Executive Office , the topic of Ottaev’s speech was “Formation of a new managerial elite in South Ossetia: modern approaches based on national specifics.”
Andrey Ottaev told the participants of the World Youth Festival that the current stage of development of the Republic of South Ossetia, where the process of restoring the destroyed national economy had almost completely been completed, is characterized by bringing to the fore a set of urgent tasks.
“One of them is the creation of an effective management system capable of proactively responding to emerging challenges and ensuring the implementation of national interests across the entire range of key areas. And this, by definition, is impossible without training a new generation of youth leaders, a new generation of young managers who will be able to more actively use modern management technologies in their activities,” he has noted.
The curator of youth policy has emphasized that it is advisable to involve youth representatives in the civil service.
“The leadership of the Republic has a full understanding of the need for widespread involvement of youth in the process of governing the state. Moreover, young people raised based on patriotism and Ossetian national traditions. The high social activity of the South Ossetian youth, demonstrated at turning points in our modern history, confirms the relevance of this task.
In this regard, the Presidential Executive Office of South Ossetia has set a goal - to create a permanent system for selecting and training young leaders and managers that is adequate to the development needs of the Republic, working on the basis of the best modern practices,” he said.
Andrey Ottaev has also shared his opinion about public youth organizations and volunteer movements.
“Importance is attached to the launch and debugging of the social elevator system. One of them is working with public youth organizations, identifying and attracting youth leaders who have proven their ability to implement socially significant projects.
An important element of this system is the encouragement of the volunteer movement, which contributes to the development of leadership qualities among young people, helps them acquire the necessary social skills and the ability to work effectively in a team,”the youth policy curator said .
According to him, in most cases young people work in the civil service in South Ossetia.
