The 32d round of international discussions on security in Transcaucasia is under way in Geneva

30 June - 1 July, in Geneva is being held the 32 round of international discussions on security in Transcaucasia.
As reported to IA "Res" by the press service of the Presidential Envoy to the RSO, June 30, the South Ossetian delegation held bilateral consultations with the Co-Chairs of the Geneva discussions. It was also held tripartite consultations between the delegation of the Republic of South Ossetia with the delegations of the Russian Federation and the Republic of Abkhazia.

July 1 the discussions will be continued. The main question raised by the delegation of South Ossetia is to prepare an agreement on the non-use of force against the Republic of South Ossetia by Georgia and security issues of South Ossetia. It will also be discussed humanitarian issues, including the issue of searching for the missing citizens of South Ossetia, as well as the residents of South Ossetia imprisoned in Georgia.

The Federation Council ratified the Treaty of alliance and integration between South Ossetia and Russia

The Federation Council of the Federal Assembly of the Russian Federation ratified the Agreement on Alliance and Integration between the Russian Federation and South Ossetia.
Federal Law "On ratification of the Agreement on Alliance and Integration between the Russian Federation and the Republic of South Ossetia" was presented at the plenary session of the upper house by member of the Federation Council Committee on International Affairs Alexander Totoonov.
As reported IA to "Res" by the senator`s assistant Katherine Tolasova, the Treaty was signed by Russian President Vladimir Putin and South Ossetian President Leonid Tibilov in Moscow on March 18. South Ossetian parliament ratified it on April 3 and the State Duma on June 19.
"The Treaty of Alliance and integration is the development of extensive juridical base of relations with a friendly South Ossetia, which has already consisted of 83 bilateral documents and relies on the so-called Major Treaty of Friendship, Cooperation and Mutual Assistance. The new agreement fixes the intention of the parties to establish gradually closer cooperation in social, economic and humanitarian spheres, as well as in defense and security matters. It is a framework agreement and is intended to form the basis for conclusion of separate agreements on the mentioned areas ", - said Alexander Totoonov.
According to the parliamentarian, the Treaty fully meets the national interests of our country and corresponds to the line adopted by the President of Russia to render active assistance in the development of South Ossetia as a modern democratic state, strengthening of its international position, security and socio-economic formation of the country.
The senators unanimously supported the ratification of the document.

Moscow will host a meeting of the President of South Ossetia Leonid Tibilov with Russian President Vladimir Putin

June 1, 2015 in Moscow will be held a meeting of the President of the Republic of South Ossetia Leonid Tibilov with Russian President Vladimir Putin.
As reported to the news agency "Res" by the press Secretary of the President of South Ossetia Ghana Yanovskaya, "during the summit talks the heads of state will discuss a wide range of issues of bilateral relations and cooperation in the sphere of regional security, as well as preparation of the agreements and other documents aimed at the implementation of the Treaty of Alliance and Integration signed between the Russian Federation and the Republic of South Ossetia on March 18, 2015 in Moscow."
It should be noted that May 2015 Leonid Tibilov took part in the celebration of the 70th anniversary of the Victory Day on the invitation of Russian President Vladimir Putin.
In March the two leaders signed the South Ossetian-Russian agreement on cooperation and integration, which provides a common space of defense and security, free crossing of the border, the integration of the customs authorities, expansion of cooperation of the bodies of Internal Affairs, simplification of procedures for acquisition of Russian citizenship, increase of salaries and pensions, as well as providing health insurance to residents of South Ossetia.
On ratification of the agreement Tibilov informed Putin in person.

Alexander Totoonov: Republic of Nauru, far from the Caucasus, became very close to us

The Chairman of the Commission for Co-operation of the Federation Council and the Parliament of the Republic of South Ossetia Alexander Totoonov participated in a meeting with a delegation of the Republic of Nauru, headed by the Vice-President and Minister of Finance David Adeang, who is in Moscow on a working visit.
According to the senator`s assistant, during the meeting were discussed the issues of bilateral relations. The participants gave a positive assessment of the development of cooperation in the field of fishery, as well as Russia's help in personnel training for Nauru.
One of the topics of the meeting was diplomatic relations between the State of Nauru and the Republic of South Ossetia.
December 16, 2009 Nauru officially recognized the independence of South Ossetia.
Republic of Nauru is located on a coral island in the western Pacific Ocean, 42 km south of the equator. The independence was proclaimed in 1968. The state is part of the Commonwealth of Nations. September 14, 1999 the Republic of Nauru was admitted to the UN.
Nauru is a member of the South Pacific Commission and the Pacific Islands Forum.
During the meeting Alexander Totoonov has noted that he represents in the upper house not only the Republic of North Ossetia-Alania, but all the Ossetian people on both sides of the main Caucasian ridge.
"We have one heart and one soul; the boundaries do not hinder our unity. Therefore, the fate of the independent state of South Ossetia is not indifferent to me, as well as the fate of my native Republic ", - said the senator.
Referring to the historical events of 2009, Alexander Totoonov said: "For us, the Ossetians, the decision of the Republic of Nauru to recognize South Ossetia was a landmark event. Despite the total diplomatic disregard and peculiar political blockade of South Ossetia, the young island republic took on great responsibility. This courageous and very important step will remain in the grateful memory of all representatives of our people and the future generations.

South Ossetian State University has become a full member of the Eurasian Association of Universities.
The XIII Congress of the Eurasian Association of Universities, held today at the St. Petersburg State University of Economics, was attended by a delegation of the South Ossetian State University, headed by the rector Vadim Tedeev.
At the plenary session of the Congress South-Ossetian State University was admitted to the Association.
The Eurasian Association of Universities was established at the founding congress in 1989 as the Association of Universities of the USSR, on the initiative of the Moscow State University, supported by the twenty largest universities in the Soviet Union. In 1992, the Association was reorganized into the Eurasian Association of Universities.
The Eurasian Association of Universities is an authoritative international organization of universities. It includes national universities of the CIS countries, the leading regional universities and higher education institutions of the Eurasian space.
The Eurasian Association unites 128 universities of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Latvia, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.
The highest governing body of the Eurasian Association is the Congress of the Association.
The Association carries out its activities through numerous conferences, forums, inter-institutional ties and contacts.
The President of the Eurasian Association of Universities is the Rector of the Moscow State University, vice president of the Russian Academy of Sciences, Academician Viktor Sadovnichy.

The meeting was attended by the Head of the Department of Informatics of South Ossetian State University, Candidate of Physics and Mathematics Soslan Tabuev. It was reached an agreement of cooperation in the field of information technology. Alan Kharebov will give computer science master - class for students of the South Ossetian State University, students of the department of the "Applied Mathematics and Informatics", "Mathematics and Physics" and others.
In his interview with the news agency "Res" Vadim Tedeev has noted that a modern specialist must know the information technologies."
"Unfortunately, at the university due to lack of connectivity to fiber optic internet cannot be a stable high-speed access to global information resources, - said Vadim Tedeev. - It is not possible at the highest technical level to solve online the issues of conferences and other events. I am sure, in the near future in the country will be high-speed internet, which will allow to hold online not only scientific and other forums, but also remote lectures of leading specialists from Russia and other countries of the world."
Tedeev has also added that the visit of such an expert as Alan Kharebov to our university is a good opportunity to exchange experiences for employees of the Department of Informatics, Department of Information Technologies and the South Ossetian State University students.
Alan Kharebov, a native of South Ossetia, is the co-founder of a startup in medical field, a resident of the US Silicon Valley.
A few years ago Alan, along with his son Akhsar Kharebov created the project «Info meters», the basic idea of which was to provide data vital signs of a person by means of special devices and smartphone to medical institution, as well as to the attending medical doctor. In 2013 the company «Validic» proposed merging to the project "Info meters", that was a successful step, because the startup received another round of investment.

South Ossetian State University should become the locomotive of the development of South Ossetia - Secretary General of the Russian Union of Rectors

The information about launching the printing office in the South Ossetian State University which was donated to the university in 2008 by the Union of Rectors of Russia, has been commented by the Secretary General of the Union of Rectors of Russia Olga Kashirina. She has noted that "for the Russian Union of Rectors launching of the printing office of the South Ossetian State University is a long-expected event. In fact, only after this we have completed the first stage of the action of the Russian higher education community to support South Ossetian colleagues. "
According to Kashirina the year 2008 has become a crucial point in the understanding of the post-Soviet security. But, exposing the obvious threat, it also showed tremendous strength of professional solidarity of scientific and educational corporation of our countries. It became apparent that the separation of state borders could not damage the integrity of the spirit of our mutual support and responsibility for serving to the ideals of enlightenment.
"At that time, initiatives to support the citizens of South Ossetia who were in a humanitarian catastrophe came from the regional councils of rectors and universities. Professors, teachers and university students from different parts of Russia - from the Far East to Kaliningrad- were involved in the fate of the South Ossetian people,"- said Olga Kashirina.
Particular attention was paid to the situation in the sphere of education.
"Of course, we were particularly concerned about the situation in the education sector. The main university in your country - South Ossetian State University – had almost completely lost its Library Fund, including rare editions. To restore the educational process it was required classic textbooks in all disciplines. The University administration appealed to the Russian Union of Rectors for assistance in acquiring basic resources for organization of educational process - computers, photocopiers, fax machines. It became the starting point of the assistance of Russian universities. Was launched collection of textbooks and manuals, funds to purchase printing complex for the university,"- said Secretary -General of the Union of Rectors of Russia.
Olga Kashirina has also noted the phased delivery of humanitarian aid of the Russian Union of Rectors to South Ossetian State University:
"The first batch of humanitarian aid of the Russian Union of Rectors to South Ossetian State University was delivered by special flight of the Russian Emergencies Ministry to Vladikavkaz. It included 1612 classic textbooks and manuals, as well as a modern computer lab, consisting of 34 office units and photocopiers. This contributed to the restoration of the educational process at the University since September 1, 2008.
September 16, 2008 special plane of the Emergencies Ministry delivered the second batch of humanitarian aid. In the collection of humanitarian aid - educational literature - to recover the book fund, completely lost during the military actions in Tskhinval- took part over 200 higher education institutions of Russia. Thus, with the help of the university community of Russia was formed a unique university library, consisting of the best examples of educational literature of the leading universities of the country.
The third phase of humanitarian aid to South Ossetian University started with providing modern multifunctional printing complex - an autonomous university printing house. In purchase of the printing house took part more than 100 higher education institutions, which promptly transferred more than 10 million rubles to the special account."
It should be noted that the main building of the South Ossetian State University, burned during the war 08.08.08., is still not restored and a matter of installing the printing complex in the remaining areas is open, as considered different variants of reconstruction of the burnt or construction of a new university complex.
