During the past period, the South Ossetian border guards detained 20 violators of the state border between South Ossetia and Georgia, said Deputy Presidential Envoy of South Ossetia for post-conflict settlement Khokh Gagloyty after a meeting of participants of mechanisms to prevent and respond to incidents (IPRM) in the Georgian village of Ergneti.

"We hope that at the forthcoming round of the Geneva discussions the participants will find a common language, and thus will promote to resolve the issues and challenges of this format, - the president said. - The main aim of the Geneva discussions is to find common ground in order to maintain the peace, to find mutual understanding and exclude mistrust between the parties. In this regard, we believe that the issue of the non-use of force should be the main issue of the Geneva discussions. And, perhaps, it is time for the Georgian side to realize that without signing the legally binding document on non-use of force any progress in the post-conflict settlement is doubtful. The President has stressed that in South Ossetia appreciate the need to work in the format of the Geneva discussions.

The OSCE co-Chair Angelo Gnedinger has noted that the co-chairs considered the letter of the President of the Republic of South Ossetia Leonid Tibilov concerning the fate of the missing citizens of South Ossetia, as well as those serving sentences in Georgian prisons.

The OSCE co-Chair Angelo Gnaedinger raised the issues of the South Ossetian missing citizens, as well as those serving sentences in Georgian prisons.

Assessing the importance of the Treaty for South Ossetia, Leonid Tibilov has noted that the document is of "strategic scale and historical significance."
"I am very pleased to participate in today's meeting of the session of the Parliament of the Republic of South Ossetia when considering the ratification of the Treaty of Alliance and Integration, signed March 18, 2015. Today we will create a legal basis for the countdown to start the practical implementation of the Treaty - the president said. - Assessing the significance of the Treaty for our country, we can say without exaggeration that this document is of strategic scale and historical significance. It fully complies with the norms and principles of the modern international law, aimed at strengthening the alliance and transition to a new level of interstate relations. The Treaty specifies the basic provisions of the Treaty of Friendship, Cooperation and Mutual Assistance between the Republic of South Ossetia and the Russian Federation dated September 17, 2008, extending the framework of juridical structure.
The Treaty provides for the formation of a common space of defense and security, concerted foreign policy, the establishment of a joint information and coordination centre of the bodies of internal Affairs, as well as the integration of the customs authorities of the Republic of South Ossetia with the customs authorities of the Russian Federation. According to the head of state, the Treaty confirms the further measures implemented by the Russian Federation to promote socio-economic development of our Republic.
"The Treaty provides for a simplified procedure for the citizens of the Republic of South Ossetia to acquire Russian citizenship, as well as the gradual bringing the level of wages of public sector employees and pensions to a level comparable with the level of wages and pensions in the North Caucasus Federal District of the Russian Federation - the president said. - In accordance with the Treaty the Russian Federation will provide assistance to the Republic of South Ossetia in the development of education and science, culture, Ossetian and Russian languages, sports and tourism. "
Speaker of the Parliament of South Ossetia Anatoly Bibilov has also noted the importance of the Treaty.
"Of course, today is a very significant event - said Bibilov. - Our people have been aspiring to it for a long time, to ensure that the achievements and the agreements, recognition, including the period of work of all parliaments, all the presidents of the Republic, will lead to maximum integration with Russian federation. The issue of prisoners, jailed in Georgia and South Ossetia was discussed at the meeting of the participants of Mechanisms for preventing and responding to incidents (MPRI).

According to the Deputy Plenipotentiary Presidential Envoy of the RSO for post-conflict settlement Khokh Gagloyty, the South Ossetian party claimed at the meeting that was expecting the release of the citizens of South Ossetia jailed in Georgia.

"We ыфшв that we expected the unconditional release of our hostages, kept in the prisons of Georgia - said Gagloyty. – They are, first of all, Kochiev, Valiev and Zaseev. We have noted that we consider them the hostages of power structures of Georgia. The reluctance of the Georgian leadership to solve the issue of releasing these citizens is the reluctance to turn the page, the legacy of which is the imprisonment of these three persons in Georgia. And this fact is not conducive, to put it mildly, to the objective dialogue between South Ossetia and Georgia for some situational issues. "
Gagloyty has noted that during the meeting the South Ossetian participants provided the information about the citizens of Georgia, imprisoned in South Ossetia.

"At the previous meeting the Georgian participants asked to provide them the information about the citizens of Georgia, jailed in South Ossetia - said Gagloyty. - We have provided the materials along with the medical reports on the state of health of the citizens. At one time, when the Georgian representatives were asked to give medical opinions on the state of health of the South Ossetian citizens imprisoned in Georgia, they referred to the fact that they could not provide these materials without the consent of the prisoners that sounded somewhat unclear. I asked them how could be fixed the consent of the prisoners to the issuance of a medical report on the state of their health, but the Georgian side could not answer my question".
