The Ministry for Foreign Affairs of the Republic of South Ossetia and the Ministry for Foreign Affairs of the Russian Federation (hereafter, the "Sides"), based upon the Agreement on friendship, cooperation and mutual assistance between the Republic of South Ossetia and the Russian Federation of 17 September 2008, agreed on the following:
1. The Parties shall strive for mutually beneficial relations in different spheres of international cooperation.
2. The Russian Side shall make efforts in order to ensure development of relations between the Republic of South Ossetia and third states, as well as RSO"s participation in the activities of international organizations and conferences, both universal and regional.
3. In their foreign policy, the Sides shall be based on common interests in recognition of the Republic of South Ossetia by third states and establishment of diplomatic relations or other frames for cooperation with RSO.
4. The Russian side shall facilitate membership of the RSO in international organizations to which the Russian Federation is a member.
5. The Russian Side expresses its readiness to represent the interests if the Republic of South Ossetia in third states through diplomatic missions of the Russian Federation. These activities shall be implemented on basis of applied norms of international law and related agreements with hosting states.
6. The Russian side shall provide support to the South Ossetian side within the capacities it avails in the following ways:
- provision of information in various aspects of international relations;
- facilitate development of regulatory and legal basis of the RSO in the sphere of international relations;
- assistance in education of specialists for the sphere of international relations;
- assignment of Russian specialists to South Ossetia and invitation of South Ossetian specialists to the Russian Federation for exchange of experience in the sphere of international relations;
- carrying out seminars, scientific and practical conferences, trainings and other similar events on international relations" aspects.
7. The Sides shall also conduct regular meetings and consultations on current issues of international relations. The schedule of such contacts will be annually agreed.
8. In order to implement Part Three of Article 10 of the Agreement on Cooperation and Mutual Assistance between the RSO and the RF of 17 September, the Sides shall conduct consultations on practical issues of protection of rights of citizens the RSO in third states by their diplomatic missions and consulates. When necessary, ad hoc agreement shall be concluded
9. The Russian side is ready to consider the addresses of the South Ossetian side on providing concrete assistance on international arena and information provided to the South Ossetian side thereafter on the results of the undertaken efforts.
10. The South Ossetian side shall provide whatever assistance necessary for implementation of this Memorandum.
